Ratification of Proclamation for Local Emergency for the Canyon  
Fire

Recommendation as submitted by Supervisor Barger: Ratify the  
Proclamation of Local Emergency made on August 7, 2025 for the  
Canyon Fire, in the County. The Proclamation of Local Emergency  
shall remain in effect until its termination is proclaimed by the Board.  
Forward a copy of the Proclamation of Local Emergency to the  
Director of California Governor’s Office of Emergency Services, and  
request the Director to find it acceptable in accordance with State law,  
make available recovery assistance under the California Disaster  
Assistance Act, and expedite access to State and Federal resources  
and any other appropriate Federal disaster relief programs. Direct  
County Department Heads to implement all assessment, assistance and

Acceptance of Outdoor Recreation Legacy Program Grant  
Obligations for the Puente Hills Landfill Regional Park - Western  
Deck

Recommendation as submitted by Supervisor Solis: Suspend Section  
22.1 of the Rules of the Board for the limited purpose of considering  
this motion. Find that the proposed actions are within the scope of the  
project impacts analyzed in Addendum No. 1 to the Puente Hills Master  
Plan Program Environmental Impact Report, previously certified by the  
Board. Authorize the Director of Parks and Recreation to accept the  
$15,000,000 Outdoor Recreation Legacy Program grant terms and  
conditions required by State Parks and the National Parks Service for  
the Puente Hills Landfill Park. Authorize the Director of Parks and  
Recreation to enter into an agreement to indemnify the landowner, Los  
Angeles County Sanitation Districts, from any grant requirements or  
conditions entered into by the lessee, County, for the purposes of  
funding operational, programmatic or infrastructure improvements at  
any developmental phase or during operation of the Puente Hills  
Regional Park developed on top of the former Puente Hills Landfill,  
whereas, the lessee, County, will absorb all grant agreements entered  
into by the County, including preceding the signing of the lease and  
anytime thereafter while under lease agreement. (25-4491)
