Revised recommendation as submitted by Supervisors Hahn and Solis: Instruct  
the Director of Homeless Services and Housing, in consultation with County  
Counsel, the Acting Chief Executive Officer, relevant County Departments, and  
implementing partners to take immediate and ongoing actions to strengthen the  
County’s Winter Shelter Program and Emergency Response Program as  
responsibilities transition from the Los Angeles Homeless Services Authority to  
the Department of Homeless Services Housing, and to take the following  
actions:  
Assuming operational leadership and accountability for the planning,  
coordination, contracting, and oversight of winter shelter and inclement  
weather emergency response operations, including activations during  
extreme cold, storms, heavy rain, heat events, wildfires, and other  
climate-related emergencies, to ensure vulnerable unsheltered residents  
are rapidly and safely brought indoors when hazardous conditions arise.  
Creating more efficiencies in the deployment of the County's Winter  
Shelter Program, including the issuance of motel vouchers offered by  
direct outreach teams and other identified providers, and shelter beds  
operated by contracted providers.  
Increasing winter shelter and emergency response capacity, including  
expansion of shelter beds, pop-up shelter sites, and hotel/motel vouchers,  
to ensure sufficient surge capacity during inclement weather events.  
Strengthening coordination among implementing partners, including  
improvements to call center staffing, response times, transportation  
capacity, and referral processes during Emergency Response Program  
activations.  
Establishing clearer and more transparent public messaging regarding  
shelter and voucher availability during inclement weather activations to  
reduce confusion and manage expectations for callers seeking  
assistance; and  
Developing and implementing short-term and long-term strategies to  
stabilize funding for the Winter Shelter Program and Emergency  
Response Program, including options to embed these programs into the  
County’s long-term homelessness funding framework.  
Instruct the Director of Homeless Services and Housing, in consultation with the  
Acting Chief Executive Officer and relevant County Departments to identify a  
site and funding recommendation for a dedicated Winter Shelter Program  
location within Service Planning Area (SPA) 3 in the San Gabriel Valley for the  
2026 winter season, including:  
Identification of potential public or privately owned properties suitable for  
use as a seasonal or year-round winter shelter site within SPA 3.  
An analysis of zoning, land use, permitting, legal, and community  
engagement considerations associated with each potential site.  
Estimated capital, operational, and staffing costs to establish and operate  
a Winter Shelter Program site in SPA 3, including identification of  
funding sources and recommended options to provide sustainable  
funding; and  
A recommended site and funding plan, with an associated  
implementation timeline, to ensure that residents experiencing  
homelessness in the San Gabriel Valley have local access to winter  
shelter and emergency storm response services prior to or during the

Counsel to prepare and place on the Board’s agenda, within 30 days, an  
ordinance for introduction and consideration that would increase the monetary  
eviction threshold under the County’s Rent Stabilization and Tenant Protections  
Ordinance from one month of fair market rent to two months of fair market rent.

Recommendation as submitted by Supervisor Hahn: Instruct the Director of  
Public Health, in collaboration with the Chief Medical Examiner, and in  
consultation with County Counsel, to report back to the Board in writing in 30  
days with recommendations on how the County should address and prevent  
deaths and harm related to kratom and 7-OH including, but not limited to,  
creating an ordinance, identifying funding and staffing needs, including  
leveraging existing funding, identifying the risk of other harmful substitutions of  
7-OH and outreaching to the public to help inform the recommendations to be

Recommendation as submitted by Supervisor Hahn: Request the Sheriff, in  
collaboration with the Director of Public Health and the Sybil Brand  
Commission, to address, mitigate, and resolve the water quality and safety  
issues presented in all County jails within 180 days or earlier and report back to  
the Board in writing in 60 days after the resolution on the steps taken to resolve  
the immediate issues and a plan to address any future water quality and safety  
concerns. Until the water quality and safety issues are addressed and resolved,  
request the Sheriff to provide all people who are incarcerated with access to  
bottled water or clean potable water, especially those with medical or other  
needs, immediately. Instruct the Sybil Brand Commission to continue inspecting  
water quality and safety issues at the jails and provide a monthly update on the  
progress of the above directive in their reports, until completion. Request the  
Sheriff to conduct a thorough infrastructure assessment to identify water quality  
cause, including meeting with the local water agencies, with assistance of the  
Director of Public Health, to improve water quality in the County jails, along with  
implementing other recommendations and best practices and cost analyses.  
Instruct the Director of Public Health to conduct a survey of the water quality  
testing results from the water purveyors supporting all the County jails for the  
past five years to identify any water quality issues in the water supply; assess,  
within its existing authority and currently available resources, any additional  
actions or support the Department can provide to strengthen oversight and  
ensure safe and reliable drinking water in these facilities, and report back to the  
Board in writing in 90 days on the findings. Instruct the Sybil Brand  
Commission to report back to the Board in writing in 120 days, noting other  
environmental issues and hazards they observed during their inspections and  
complaints received by people who are incarcerated in the County jails, along  
with recommendations to address and resolve. (26-0645)

Recommendation as submitted by Supervisor Barger: Authorize the Director of  
Parks and Recreation to execute a Donation and Partnership agreement with  
the Los Angeles County Parks Foundation (Foundation) to accept from the  
Foundation donated improvements and coordinate the scope and design of  
projects to re-open parks damaged by fires to meet funding deadlines. Find that  
the proposed actions are not subject to the California Environmental Quality Act  
(CEQA). Further find that the actions herein are within the scope of the Board's  
findings with respect to CEQA in Board Order No. 13-C of January 28, 2025  
which addressed response to the January 2025 Windstorm and Critical Fire  
Events. Authorize the Director to take the following actions:  
Execute and amend agreements necessary for the Foundation's efforts  
to apply for, secure, and administer grants to support the re-opening and  
recovery of fire-damaged County parks.  
Execute a Master As-Needed contract with Outward Bound Adventures,  
to perform periodic and intermittent recovery and restoration related work  
at parks and trails in the Altadena and Pasadena fire zones, including  
non-construction and remodeling services such as landscaping,  
maintenance projects, horticultural services, water conservation projects,  
energy conservation projects, trail work, habitat restoration, and other  
services which are not subject to the Public Contract Code, subject to  
prior determination, if appropriate, by the Director that the work is  
exempt from CEQA, for a period of five years in an amount not to exceed  
$5,000,000 per year. Find that these services are needed on a part-time  
or intermittent basis.  
Report back to the Board in writing annually on the progress of recovery  
efforts, until the motion-referenced projects have been completed and  
delivered to the County. (26-0742)

Recommendation as submitted by Supervisors Solis and Horvath: Adopt the Los  
Angeles County Heat Action Plan (CHAP) as the County’s comprehensive  
framework to protect communities and guide strategic investments in equitable  
heat resilience. Instruct the Chief Sustainability Officer, in coordination with the  
Directors of Public Works, Internal Services, Public Health, Regional Planning,  
the Office of Emergency Management, Chief Executive Office, and all other  
relevant Department Heads, to integrate CHAP goals and strategies into related  
plans and budget requests. Direct the Acting Chief Executive Officer, through  
the Legislative Affairs and Intergovernmental Relations Branch, to align the  
County’s local, State, and Federal legislative agenda with CHAP priorities,  
including support for funding, regulatory protections, and policies that  
safeguard vulnerable communities from extreme heat. Instruct the Chief  
Sustainability Officer to engage and coordinate with the 88 Cities and Councils  
of Governments on CHAP implementation and develop shared resources that  
support regional collaboration. Instruct the Chief Sustainability Officer to report  
back to the Board in writing in one year regarding progress on equitable  
implementation of the CHAP on priority strategies. Authorize the Chief  
Sustainability Officer to apply for, accept, and administer CHAP-related grants  
for a five-year period to expand resources for implementation. (26-0651)

Recommendation as submitted by Supervisors Mitchell and Hahn: Instruct the  
Director of Consumer and Business Affairs to adopt Formula Five, using the  
Affordability Metric based on Rent Burdened Households as outlined in the  
Acting Chief Executive Officer’s Municipal Unincorporated Area Services  
(MUAS) Unit’s report dated December 1, 2025, for Los Angeles County  
Affordable Housing Solutions Agency (LACAHSA) Renter Protection and  
Homeless Prevention (RPHP) funding for the County's unincorporated areas  
with the authority to realign funds based on oversubscription and/or  
undersubscription in consultation with the Board; directly receive, administer,  
and manage RPHP funds, received through LACAHSA on behalf of the County  
for the unincorporated areas; apply for grants and execute agreements for  
professional and other services, including entering into and/or amending such  
agreements without adhering to the County’s Sole Source Policy or any other  
competitive procurement requirements; and track the outcomes of utilizing  
RPHP funds to support the Department of Consumer and Business Affairs’  
Eviction Prevention and Tenant Stabilization programs including, but not limited  
to the Tenant Right To Counsel, Stay Housed LA, and Rental Assistance  
programs. Instruct the Directors of Homeless Services and Housing and  
Personnel to establish the head of the Office of Unincorporated Services and  
Strategies. The head of this office should be hired within 60 days in  
consultation and involvement with the Board. The head of this office shall have  
sufficient authority, staffing support, and resources to oversee the  
implementation of the unincorporated areas’ strategic housing plan; coordinate  
services and resources that drive progress in disproportionately impacted  
unincorporated areas; track performance metrics; and report outcomes to the

Reimagining the Distribution of Opioid Settlement Funds in Los Angeles  
County

Revised recommendation as submitted by Supervisor Mitchell: Direct the Acting  
Chief Executive Officer, in collaboration with the Director of Public Health, to  
determine the total amount of existing unallocated opioid settlement funding  
available, and to develop a proposed approach for estimating future funding that  
accounts for the variability associated with this funding source. Prospectively,  
the Departments should meet no less than quarterly to review available opioid  
settlement funds and anticipated future allocations, including carryover funds,  
that may be available for future programming. Instruct the Director of Public  
Health, in consultation with the Directors of Health Services, Justice Care and  
Opportunities, Youth Development, Mental Health and other relevant County  
Department Heads, to convene community stakeholders, including individuals  
with lived experience and subject matter experts in addiction and substance  
use, to provide guidance and recommendations to inform the development of  
proposed spending plans. These recommendations shall be submitted to the  
Acting Chief Executive Officer to inform their recommendations to the Board  
related to the use of unallocated and future opioid settlement funding. Instruct  
the Director of Public Health, in coordination with the Acting Chief Executive  
Officer, to manage a smooth transition to a collaborative spending-plan  
development process and to prevent any unintended disruptions in services.  
Direct the Acting Chief Executive Officer to prioritize and implement  
recommendations generated through the Department of Public Health (DPH) led  
stakeholder process for submission to the Board for approval, and to identify  
any additional staffing needs within DPH necessary to support implementation  
of these new processes. Instruct the Director of Public Health and the Acting  
Chief Executive Officer to report back to the Board in writing in 90 days on  
progress made, and to provide an annual report one year following, that  
evaluates the effectiveness and impact of the collaborative stakeholder process  
and recommendations on the actual funding distribution and outcomes.

Recommendation as submitted by Supervisor Mitchell: Find that authorizing the  
application and operation of alcohol sales and consumption at the Los Angeles  
County Museum of Art (LACMA) is within the scope of the impacts analyzed in  
the April 19, 2019 Final Environmental Impact Report previously certified by the  
Board. Authorize the Director and the Chief Executive Officer of the Museum of  
Art to prepare a plan, in conjunction with Museum Associates and in  
consultation with the Acting Chief Executive Officer, the Director of Regional  
Planning, and key community stakeholders, to ensure safe and responsible  
distribution and consumption of alcohol on premises within the LACMA campus  
on Wilshire Boulevard. Instruct and authorize the Director and the Chief  
Executive Officer of the Museum of Art, to submit, or facilitate the submittal of,  
applications to, obtain approvals from, execute any agreements and additional  
documents with, and comply with the terms and conditions as required by the  
Department of Regional Planning, other applicable County Departments, and  
State Department of Alcoholic Beverage Control for the sale and consumption  
of alcohol at the LACMA campus on Wilshire Boulevard. Further direct and  
authorize the Acting Chief Executive Officer, the Director of Regional Planning,  
and any other applicable County Department Heads to cooperate in the timely  
processing of such applications, obtaining approvals, and enforcing the  
required terms and conditions associated therewith. (26-0364)

the Rules of the Board for the limited purpose of considering this motion.  
Instruct the Registrar-Recorder/County Clerk to provide a verbal presentation at  
the February 10, 2026 Board Meeting on the County’s ballot initiative process  
as well as potential tax ballot measures that may appear on the June 2, 2026,  
Statewide Direct Primary Election and the November 3, 2026, General Election  
for informational purposes. The presentation should include potential tax  
measures from the County, as well as local cities, as known at this time.

Recommendation as submitted by Supervisor Horvath: Instruct County Counsel,  
in coordination with the Directors of Public Works, Regional Planning, and the  
Office of Emergency Management, Chief Executive Office, to monitor the  
implementation of the recently issued Presidential Executive Order No. 14377  
directing the Secretary of Homeland Security, acting through the Administrator  
of the Federal Emergency Management Agency, and the Administrator of the  
Small Business Association, to preempt and replace State and local permitting  
processes, and other similar pre-approval requirements, for the rebuilding of  
structures impacted by the Palisades and Eaton Fires. County Counsel shall  
provide periodic updates in writing to the Board, as necessary. Authorize  
County Counsel to initiate or participate in litigation, or amicus filings, aimed at  
protecting the County’s local land use and permitting authority, or any other  
actions, related to Presidential Executive Order No. 14377. Instruct the Director  
of the Office of Emergency Management, Chief Executive Office, to analyze,  
and report back to the Board in writing in 30 days, how many individuals,  
businesses, organizations, or other entities have received Federal  
emergency-relief funds to assist in rebuilding from the Palisades and Eaton  
Fires, and would thus be impacted by the Presidential Executive Order No.

with continuing and stable revenue streams, as determined by the Acting Chief  
Executive Officer, as well as a freeze on non-essential services, supplies, and  
equipment purchases, in accordance with Board Policy No. 9.140. The initial  
list of exemptions is included in the Enclosure. Authorize the Acting Chief  
Executive Officer, to implement and administer the hard-hiring freeze as  
needed to protect the County’s limited resources, as determined by the Acting  
Chief Executive Officer, including a protocol allowing departments to request  
exceptions to both freezes on a case-by-case basis for essential services or  
purchases. Authorize the Acting Chief Executive Officer, to work with the  
Auditor-Controller to freeze appropriation of non-essential purchases of  
services, supplies, and equipment, including non-essential travel and training,  
as deemed necessary to protect the County’s limited resources, as determined  
by the Acting Chief Executive Officer. Authorize the Acting Chief Executive  
Officer to amend the exempt positions list as necessary to adjust to changing  
fiscal conditions. Direct the Acting Chief Executive Officer to exempt the  
Department of Homeless Services and Housing from both freezes through  
September 1, 2026, to ensure adequate hiring onto newly established  
departmental positions and the ramp-up of contracted services. Direct the  
Acting Chief Executive Officer to report back to the Board in writing at the end  
of Fiscal Year (FY) 2025-26 with recommendations to terminate or continue the

Continue local emergencies as a result of the following: (a) Discovery of an  
infestation of fruit flies, as proclaimed on May 10, 1990; (b) Conditions of extreme  
peril to the safety of persons exist on the basis of pervasive and pernicious  
homelessness in Los Angeles County, as proclaimed and ratified by the Board on  
January 10, 2023; (c) Conditions of extreme peril to the safety of persons and  
property arose as a result of severe winter storms beginning January 1, 2023  
affecting areas throughout Los Angeles County, as proclaimed on January 10, 2023  
and ratified by the Board on January 17, 2023; (d) Conditions of disaster or of  
extreme peril to the safety of persons and property exist on the basis of winter  
storms in the County beginning February 1, 2024, as proclaimed on February 4,  
2024 and ratified by the Board on February 6, 2024; (e) Conditions of extreme peril  
to the safety of persons and property exist as a result of the Bridge Fire in the County  
beginning on September 8, 2024, as proclaimed on September 10, 2024 and  
ratified by the Board on September 17, 2024; (f) Conditions of disaster or extreme  
peril to the safety of persons and property exist as a result of the Franklin Fire in the  
County beginning on December 9, 2024, as proclaimed and ratified by the Board on  
December 10, 2024; (g) Conditions of disaster or extreme peril to the safety of  
persons and property within the territorial limits of the County exist at Los Padrinos  
Juvenile Hall caused and/or exacerbated by the Board of State and Community  
Corrections’ order to immediately shutter Los Padrinos Juvenile Hall, the only  
available juvenile hall in the County, beginning on December 12, 2024, as  
proclaimed and ratified by the Board on December 17, 2024; (h) Conditions of  
disaster or extreme peril to the safety of persons and property exist as a result of the  
January 2025 Windstorm and Critical Fire Events in the County, beginning on  
January 7, 2025, as proclaimed on January 7, 2025 and ratified by the Board on  
January 14, 2025; (i) Conditions of disaster or extreme peril to the safety of persons  
exists on the basis of the winter storm in the County beginning February 12, 2025, as  
proclaimed by the Board on February 19, 2025 and ratified by the Board on  
February 25, 2025; (j) Conditions of disaster or extreme peril to the safety of  
persons and property exists as a result of the Canyon Fire in the County beginning  
August 7, 2025, as proclaimed by the Board on August 7, 2025 and ratified by the  
Board on August 12, 2025; (k) Conditions of disaster or of extreme peril to the safety  
of persons and property on the basis of the November 2025 storm in the County  
beginning November 13, 2025, as proclaimed by the Board on November 21, 2025  
and ratified by the Board on November 25, 2025; and (l) Conditions of disaster or of  
extreme peril to the safety of persons and property on the basis of the Late  
December Winter Storm in the County beginning December 23, 2025, as  
proclaimed by the Board on December 24, 2025 and ratified by the Board on
