District’s joint effort in the removal of hazardous brush, dry grass, weeds,  
rubbish, illegal dumping and combustible growth or flammable vegetation,  
including native and ornamental vegetation, from improved and unimproved

Amusement Ride in Antelope Valley Planning Area  
Hearing on appeal of Project No. 2018-003069-(5) (Project), approve a  
Conditional Use Permit No. 2018004676 and Variance No. 2018004861 to  
authorize an existing amusement ride (bungee jumping), a private heliport,  
and overnight camping with appurtenant facilities, including a container  
used as a hangar to store a helicopter, two storage containers, a storage  
building, an office, a security booth, a restroom building with composting  
toilets, a removable shade canopy, a directional/informational sign, fencing  
and a variance to waive the parking requirements for the Project, applied for  
by Bungee America, Inc.; and find that the Project is exempt from the

Report on Parking Enforcement Services  
Report by the Chief Executive Officer, in coordination with the Sheriff and  
the Director of Public Works, on the status of improvements and  
enhancements of parking enforcement services, including equitable  
distribution of resources and personnel, performance metrics, financial  
reporting on the budgeting and delivery of services, recommended  
protocols for annual funding, steps to ensure equitable investment back into  
the communities where citation revenues are collected; and community  
engagement data, non-enforcement solutions mapped and assessed, the  
number of solutions initiated and completed, and outcomes measured from  
these solutions, as requested at the Board meetings of April 9, 2024 and

Fiscal Year 2025-26 Homeless Initiative Funding Recommendations  
Recommendation: Approve the use of the combined total of $637,259,000  
consisting of $535,455,000 from Fiscal Year (FY) 2025-26 Measure A  
Comprehensive Homelessness Services funds, $59,244,000 from one-time  
Measure H carryover, and $42,560,000 from State Homeless Housing,  
Assistance and Prevention Program Round 5 Tranche 2 funding; approve  
the use of the combined total of $23,984,000 from FY 2025-26 Measure A  
funds consisting of $10,600,000 from the Homelessness Solutions  
Innovations allocation and $13,384,000 from Accountability, Data, and  
Research allocation in accordance with the Ordinance; approve the Local  
Solutions Fund allocation of $96,363,000 from FY 2025-26 Measure A  
funds to cities, Councils of Government, and/or the County on behalf of its  
unincorporated areas in accordance with the Ordinance, along with the  
allocation formula; and take the following actions:  
Approve the use of $15,000,000 from FY 2024-25 one-time Measure  
H carryover funds for various Los Angeles Homeless Services  
Authority programs to pay prior year invoices;  
Approve the use of the combined total One-Time Investments of  
$37,403,000 consisting of $14,222,000 from one-time FY 2024-25  
Measure H carryover and $23,181,000 from FY 2025-26 Measure H  
Committed Obligated Fund Balance;  
Approve the use of $98,000,000 from FY 2025-26 Measure H  
Committed Obligated Fund Balance for the Pathway Home Program;  
Authorize the Chief Executive Officer, in consultation with County  
Counsel, to enter into, execute, amend, or terminate any and all  
agreements and documents including new or existing agreements,  
required or deemed necessary or appropriate for the administration  
and allocation of the Chief Executive Office - Homeless Initiative’s  
share of the Measure A funds;  
Adopt baseline and target metrics as recommended by the Executive  
Committee for Regional Homeless Alignment (ECRHA) with input  
and recommendations from the Leadership Table for Regional  
Homeless Alignment; and  
Adopt the Regional Plan as recommended by ECRHA in accordance

January 2025 Windstorm and Critical Fire Events Bi-Weekly  
Emergency Contracts Report  
Recommendation: Review the emergency actions ordered and taken by the  
Director of Internal Services, under delegated authority by the Board, acting  
as both the County and the Governing Body of various Districts, under  
Board Order No. 13-C of January 28, 2025, to respond to and recover from  
the January 2025 Windstorm and Critical Fire Events, including the  
Palisades Fire, Eaton Fire, Hurst Fire, Kenneth Fire, and multiple other fires  
(LA County Fires) (1, 3 and 5) and actions enumerated in the  
aforementioned authorities (Actions), without giving notice for bids to let  
contracts, and determine that there is a need to continue the emergency  
Actions; find that there is substantial evidence that the January 2025  
Windstorm and Critical Fire Events continue to constitute an emergency  
pursuant to Public Contract Code Section 22050, which requires that  
immediate action be taken to cleanup and reconstruct public property,  
buildings, facilities, and infrastructure because the emergency does not  
permit the delay resulting from a formal competitive solicitation of bids  
and/or proposals to procure construction, materials, equipment and  
services for projects and initiatives necessary to respond to and recover  
from the LA County Fires; and find that authority should, therefore, continue  
to be delegated to the Director of Internal Services to amend or extend and  
supplement existing as-needed or on-call contracts without giving notice for  
bids to let contracts related to facilities and related support services, and to  
award new contracts for response to and recovery from the LA County  
Fires, and such contracts should be issued because they are necessary to
