Watershed Hazard Assessment, Health and Social Services, Debris  
Removal and Rebuild, and Natural and Cultural Resources, and  
coordinate with County Department Heads to take all necessary actions  
to effectuate the recovery phase for the impacted communities; find  
that the actions, projects, and repairs needed to respond to this  
emergency, as described, are exempt from the California  
Environmental Quality Act (CEQA); and instruct County Department  
Heads to take the following actions, and any other specific actions  
necessary to recovery, within the umbrella of the Recovery Section:

Waiving Fire Department Fees for Residents Impacted by the  
Land Movement on the Palos Verdes Peninsula  
101-A.  
Recommendation as submitted by Supervisor Hahn: Approve and  
authorize the Fire Chief, until December 31, 2025, to waive inspection  
and permitting fees for the installation of propane, solar, and energy  
storage systems, pursuant to County Code, Title 32 - Fire Code,  
Sections 105.5.29, 105.6.15, 105.6.20 1207.1.2, for those residents  
whose utilities have been disabled due to land movement, and  
reimburse residents who have already paid inspection and permitting  
fees for the installation of propane, solar, and energy storage systems  
pursuant to Title 32, Sections 105.5.29, 105.6.15, 105.6.20 1207.1.2,  
in response to land movement since October 3, 2023; and find that the  
reimbursement and temporary waiver of Title 32, Sections 105.5.29,  
105.6.15, 105.6.20 1207.1.2 is exempt from the California  
Environmental Quality Act. (24-4637)  
Understanding the National Crisis: Innovative Solutions for  
Managing Pet Overpopulation and Enhancing Placement into  
Forever Homes  
101-B.  
Recommendation as submitted by Supervisor Barger: Instruct the  
Director of Animal Care and Control to report back to the Board in  
writing in 90 days with effective strategies, including programs,  
services and messaging, employed by animal care centers across the  
nation, to alleviate overcrowding that may be implemented in the  
County, and an analysis of contract cities participation in programs  
and enforcement efforts offered through the Department of Animal  
Care and Control which may help alleviate overcrowding, the programs  
may include a spay and neutering ordinance, contributions to the spay  
and neuter trust fund, microchipping, and others; and take the following  
actions:  
Instruct the Director of Animal Care and Control, in collaboration  
with the Director of Economic Opportunity, as well as the Chief  
Executive Officer, through the Classification and Compensation  
Division, and the Director of Personnel, to report back to the  
Board in writing in 90 days with a plan to develop a hiring and  
training strategy to include a review of classifications and  
compensation for veterinarians, registered veterinary  
technicians (RVT), animal control officers, and animal care  
attendants, focusing on job descriptions, pay scales, and  
advancement opportunities; and a proposal for a targeted  
recruitment campaign by the Department of Economic  
Opportunity and the America’s Job Center of California seeking  
eligible candidates, and partnerships with educational institutions  
who offer relevant programs, as well as outreach efforts to local  
community colleges within the County exploring opportunities to  
expand RVT courses and programs, with these efforts to include  
the consideration of County training programs, such as Los  
Angeles for County Employment and Countywide Youth Bridges,  
along with financial stipends and other incentives for employment  
in these fields;  
Instruct the Director of Animal Care and Control, in collaboration  
with the Director of Internal Services, and other relevant  
Department Heads, to report back to the Board in writing in 60  
days with a review of any contracting challenges that prevent  
contract veterinarians from agreeing to provide services to the  
Department of Animal Care and Control, with the review to  
consider complexity of proposed contracts, excessive  
paperwork, and insurance requirements; and  
Direct the Chief Executive Officer, through the Legislative and  
Intergovernmental Relations Branch, to support future legislation  
that offers solutions to pet overpopulation including, but not  
limited to, spay and neutering programs, education outreach  
efforts, funding for doctor of veterinarian medicine and  
registered veterinary technician programs, and recruitment and  
retention of veterinarians and RVT professionals. (24-4593)  
Implementing Recommendations to Increase Transparency and  
Accountability in the County’s Contracting Process and  
Protecting the County Against Fraud and Conflicts of Interest

Recommendation as submitted by Supervisors Solis and Horvath:  
Instruct County Counsel, in coordination with the Chief Executive  
Officer, the Director of Internal Services, the Auditor-Controller, and  
other relevant Department Heads, to report back to the Board in writing  
in 120 days, after the recommendations from the independent  
investigation of County service contracts are presented to the Board,  
with a plan, including projected timelines, to implement the

the following property as surplus property excess to the Consolidated  
Fire Protection District; and authorize the Fire Chief to execute a  
donation agreement with the International Firefighters Training  
Association Inc.:  
1,254 Honeywell Titan Self-Contained Breathing Apparatus  
harnesses;  
4,207 Honeywell Titan air cylinders; and
