Recommendation as submitted by Supervisor Solis: Suspend Section 22.1 of  
the Rules of the Board for the limited purpose of considering this motion.  
Instruct the Directors of Mental Health, Public Health and Health Services, in  
partnership with the Chief Executive Office’s, Center for Strategic Partnerships,  
the Community Health Workers, Promotores, and Representatives  
(CHW/P/Rs) Consortium, and the Executive Director of the Office of Immigrant  
Affairs, to report back to the Board in writing in 30 days with the following:  
Needs and opportunities to further support promotoras/es and CHWs  
amid intensified immigration enforcement including, but not limited to,  
enhanced mental health services and immigration legal assistance.  
Current actions being taken to strengthen the capacity and readiness of  
promotoras/es, CHWs, and Supervising CHWs to respond to increased  
immigration enforcement, including efforts to provide trauma-related  
trainings and coordination of services across Departments.  
Recommendations on additional training for promotoras/es and CHWs  
so they are better prepared to promote expanded access to physical and  
behavioral health care, social services, immigration legal assistance  
referrals, “Know Your Rights” resources and training, and other critical  
resources. This is to be done in a manner that considers the language,  
cultural, and immigration-status needs of immigrants and their families.

Recommendation as submitted by Supervisors Horvath and Solis: Instruct the  
Director of Public Health to report back to the Board in writing in 60 days,  
including all current and potential future financial impacts to the Department of  
Public Health (DPH) Vaccine Preventable Disease Control Program, including  
the services that have already been curtailed and those that could be affected.  
The current services, programs, and funding available that promote and provide  
routine vaccinations for communicable diseases including, but not limited to,  
measles, mumps, and rubella, human papillomavirus, COVID-19, and Hepatitis  
A. Identifying communities, populations, and geographic areas of greatest need  
for vaccine education, awareness, and services. A plan to swiftly maximize the  
use of current resources that may be vulnerable to cuts or rescissions. Instruct  
the Director to take the following actions:  
Coordinate with partner organizations, including community providers,  
schools, promotoras, and community health workers, to educate their  
communities about the following topics: the benefits, safety, and  
effectiveness of routine and seasonal vaccinations to patients and  
families. The importance of vaccinations for high-risk individuals (e.g.  
pregnant persons, older adults, those with underlying conditions),  
including those in congregate living facilities (SNFs, shelters). How to  
identify misinformation and provide accurate and easily accessible  
information about vaccines. Information about locations within their  
community for free or low-cost vaccines.  
Ensure providers have clear guidance on routine and recommended  
vaccinations through the following platforms: dissemination of information  
through health advisories, presentations, and site visits to provider  
organizations. Access to accurate and timely information on  
vaccine-preventable diseases and immunization resources through  
DPH’s Vaccine Provider Information Hub at ph.lacounty.gov/vaccines.

Recommendation as submitted by Supervisors Horvath and Hahn: Direct the  
Chief Executive Officer, through the Legislative Affairs and Intergovernmental  
Relations Branch, in partnership with the Director of Public Health, to send a  
five-signature letter to Governor Gavin Newsom and the Director of the  
California Department of Finance with copies to the Los Angeles County  
Legislative Delegation members, the Senate Pro Tempore, the Assembly  
Speaker, and the Chairs of the Senate and Assembly Committees on Budget  
and Health in support of urgent State budget requests and policy actions that  
are necessary to keep Planned Parenthood health centers open across the

Contracts Report

Recommendation: Review the emergency actions ordered and taken by the  
Director of Internal Services, under delegated authority by the Board, acting as  
both the County and the Governing Body of various Districts, under Board  
Order No. 13-C of January 28, 2025, to respond to and recover from the  
January 2025 Windstorm and Critical Fire Events, including the Palisades Fire,  
Eaton Fire, Hurst Fire, Kenneth Fire, and multiple other fires (LA County Fires)  
(1, 3 and 5) and actions enumerated in the aforementioned authorities  
(Actions), without giving notice for bids to let contracts, and determine that there  
is a need to continue the emergency Actions. Find that there is substantial  
evidence that the January 2025 Windstorm and Critical Fire Events continue to  
constitute an emergency pursuant to Public Contract Code Section 22050,  
which requires that immediate action be taken to clean and reconstruct public  
property, buildings, facilities, and infrastructure because the emergency does  
not permit the delay resulting from a formal competitive solicitation of bids  
and/or proposals to procure construction, materials, equipment and services for  
projects and initiatives necessary to respond to and recover from the LA County  
Fires. Find that authority should, therefore, continue to be delegated to the  
Director of Internal Services to amend or extend and supplement existing  
as-needed or on-call contracts without giving notice for bids to let contracts  
related to facilities and related support services, and to award new contracts for  
response to and recovery from the LA County Fires, and such contracts should  
be issued because they are necessary to respond to the emergency. (Internal

Recommendation: Authorize the Director of Aging and Disabilities to award and  
execute the Client and Services Management System (CSMS) subaward with  
RTZ LLC, for the term effective September 1, 2025 through August 31, 2026,  
with three annual renewal options, for a maximum term of four years, with a  
combined estimated annual amount of $1,317,120 in Area Agency on Aging  
(AAA) grant funds, contingent upon available funding, comprised of Older  
Americans Act Title IIIB funds and will be included in the Department's Fiscal  
Year 2025-26 Adopted Budget. Authorize the Director to take the following  
actions: (Department of Aging and Disabilities) APPROVE (NOTE: The  
Chief Information Officer recommends approval of this item.)  
Execute subaward amendments, which serves the best interests of the  
County, during the subaward term to add new, relevant, or updated  
Federal, State, and/or County subaward terms and conditions; and  
increase or decrease the subaward amounts including, but not limited to,  
baseline funds, one-time only funds, and/or supplemental monies, which  
remain within 20% of the maximum subaward amount, in response to the  
availability of funding and/or based on subrecipient’s performance,  
provided that the total allocation does not exceed funding availability.  
Terminate the subaward with the subrecipient upon their request, and  
those that have closed or are in default of their subaward requirement,  
subrecipient default, or for the convenience of the County, if necessary.

Maximum Indoor Temperature Threshold for Rental Housing Units in the  
Unincorporated Areas of the County

Recommendation: Approve an ordinance for introduction amending County  
Code, Title 11 - Health and Safety, Chapter 11.20, to establish a maximum  
indoor temperature threshold of 82 degrees Fahrenheit to prevent heat-related  
health impacts. The ordinance establishes authority for the Department of  
Public Health (DPH) to establish a maximum indoor temperature threshold for  
rental housing units in the unincorporated areas of the County and provides  
DPH the ability to enforce in the event there are violations. Enforcement of this  
ordinance will begin January 1, 2027, or upon approval of the Rental Housing  
Habitability Program fee as currently set forth in County Code, Title 8 -  
Consumer Protection, Business and Wage Regulations, Chapter 8.53.050, to  
account for cost recovery associated with this new requirement, whichever is

Recommendation: Acting as the Governing Body of the County Waterworks  
District No. 29, Malibu, approve the Lower Encinal Pump Station Improvements  
Project (Project) located in the City of Malibu (3), and and adopt the plans and  
specifications for the Project, at an estimated construction contract amount  
between $2,300,000 and $3,500,000. Advertise for bids to be received before  
11:00 a.m. on September 9, 2025. Find pursuant to California Public Contract  
Code Section 3400 (c) (2), that it is necessary to specify designated items by  
specific brand name in order to match other products in use on a particular  
public improvement either completed or in the course of completion. Find that  
the proposed Project, and related actions, are exempt from the California  
Environmental Quality Act. Authorize the Director of Public Works to take the  
following actions: (Department of Public Works) ADOPT 4-VOTES  
Determine whether the bid of the apparent responsible contractor with  
the apparent lowest responsive bid is, in fact, responsive and, if not  
responsive, determine which apparent responsible contractor submitted  
the apparent lowest responsive bid.  
Award and execute a construction contract for the Project with the  
apparent responsible contractor with the apparent lowest responsive bid  
within or less than the estimated cost range or that exceeds the estimated  
cost range, by no more than 15%, if additional funds have been  
identified.  
Extend the date and time for the receipt of bids, allow substitution of  
subcontractors and relief of bidders, approve and execute change orders  
within the same monetary limits delegated to the Director, accept the  
Project upon its final completion, and release retention money withheld.

Recommendation: Consider the Mitigated Negative Declaration (MND) for the  
Former High Desert Hospital Site Demolition Project, Capital Project No. 87868  
(Project) (5), together with any comments received during the public review  
process; find that the MND reflects the independent judgement and analysis of  
the Board; adopt the Mitigation Monitoring and Reporting Plan (MMRP), finding  
that the MMRP is adequately designed to ensure compliance with the mitigation  
measures during Project implementation; find on the basis of the whole record  
before the Board that there is no substantial evidence the Project may have a  
significant effect on the environment; and adopt the MND. Establish and  
approve the proposed Project, with a total Project budget of $13,500,000. Adopt  
plans and specifications for the Project. Advertise for bids to be received and  
opened on October 6, 2025. Authorize the Director of Public Works to take the  
following actions: (Department of Public Works) ADOPT  
Execute a consultant services agreement with the apparent lowest  
responsive and responsible bidder to prepare a baseline schedule for an  
amount not to exceed $2,000, funded by the Project funds.  
Determine that a bid is nonresponsive and reject a bid on that basis;  
award to the next apparent lowest responsive and responsible bidder;  
waive inconsequential and nonmaterial deficiencies in bids submitted;  
and determine, in accordance with the applicable contract and bid  
documents, whether the apparent lowest responsive and responsible  
bidder timely prepared a satisfactory baseline construction schedule and  
satisfied all conditions for contract award. Upon such determination,  
award and execute a construction contract to the apparent lowest  
responsive and responsible bidder, if the low bid can be awarded within  
the Board-approved budget for the Project, to establish the effective date  
of the contract upon receipt by the Department of Public Works of  
acceptable performance, payment bonds, and evidence of required  
contractor insurance, and take all other actions necessary and  
appropriate to deliver the Project.  
Execute any easements, permits, and utility connection agreements  
necessary for the completion of the Project, provided that the costs  
related to these easements, permits, and agreements are included in the  
Project budget. (25-4116)

Recommendation: Approve the Medical Examiner Crypt Expansion Project,  
Capital Project No. 6A017 (Project) (1), with a total Project budget of  
$6,450,000. Approve an appropriation adjustment transferring $2,450,000 from  
the Provisional Financing Uses - Various budget to the Project, to fully fund the  
proposed Project. Find that the proposed Project is exempt from the California  
Environmental Quality Act. Authorize the Director of Public Works to take the  
following actions: (Department of Public Works) ADOPT  
Adopt plans and specifications for the Project.  
Advertise for bids when the Project is ready to be advertised.  
Execute a consultant service agreement with the apparent lowest  
responsive and responsible bidder to prepare a baseline construction  
schedule for an amount not to exceed $5,000, funded by the Project  
funds.  
Determine that a bid is nonresponsive and reject a bid on that basis;  
waive inconsequential and nonmaterial deficiencies in bids submitted;  
and determine, in accordance with applicable contract and bid  
documents, whether the apparent lowest responsive and responsible  
bidder has satisfied all conditions in a timely manner for contract award.  
Upon such determination, award and execute the construction contract to  
the apparent lowest responsive and responsible bidder if the low bid can  
be awarded within the approved total Project budget, and take all other

adoption an ordinance to grant a five-year proprietary petroleum pipeline to  
E&B Natural Resources Management Corporation. Advertise and set September  
23, 2025, for public hearing, or on the next available public hearing date within  
60 days from the date of adoption of the resolution of intention. Find that the  
proposed project is exempt from the California Environmental Quality Act.

Recommendation: Adopt a resolution of intention to Annex Single-lot Territory to  
County Lighting Maintenance District (CLMD) 1687 and County Lighting District  
Landscaping and Lighting Act-1 (CLD LLA-1), Unincorporated Zone, in the  
unincorporated community of Lake Los Angeles (5), and order the levying of  
assessments within the annexed territory for Fiscal Year (FY) 2026-27 whose  
area and boundaries are identified on the diagram included in the resolution.  
Set September 23, 2025, at 9:30 a.m., for a public hearing regarding the  
proposed annexation of territory and levying of annual assessments based on  
the FY 2026-27 Annual Engineer's Report, which establishes assessments  
based on land use type for all zones within CLD LLA-1 for street lighting  
purposes with an annual base assessment rate for a single family residence of  
$5 for the Unincorporated Zone. Find that the proposed project is exempt from  
the provisions of the California Environmental Quality Act. (Department of

Recommendation: Acting as the Governing Body of the County Flood Control  
District (District) and acting as a responsible agency, find that the easements  
for a covered storm drain and appurtenant structures affecting Parcels 1EXE,  
2EXE, 19EXE, 20EXE, and 21EXE (Parcels) related to Project No. 275-429 -  
Central Duarte and Duarte Park Drain (Project), in the City of Duarte (5), are  
no longer required for the purposes of the District. Approve the quitclaim of  
easements for a covered storm drain and appurtenant structures affecting the  
Parcels related to the Project in the City of Duarte, from the District to the  
underlying fee property owner, Duarte Unified School District. Authorize the  
Chief Engineer of the District to execute the quitclaim of easements document  
and authorize delivery to the Duarte Unified School District. Find that the  
proposed Project is exempt from the California Environmental Quality Act.

Recommendation: Acting as the Governing Body of the County Flood Control  
District (District), acting as a responsible agency for the Pier B On-Dock Rail  
Support Facility Project (Project), located in the City of Long Beach (City) (4),  
consider the Final Environmental Impact Report (EIR)/Environmental Impact  
Statement prepared and certified by the City as the lead agency for the Project;  
certify that the Board has independently reviewed and considered the  
information contained in the EIR and reached its own conclusions regarding the  
environmental effects of the District’s approvals related to the Project as shown  
in the EIR; adopt the Mitigation Monitoring and Reporting Program finding that it  
is adequately designed to ensure compliance with the mitigation measures  
during Project implementation; determine that the significant adverse effects of  
the Project have either been reduced to an acceptable level or are outweighed  
by the specific considerations of the Project, as outlined in the Findings of Fact  
and Statement of Overriding Considerations, which findings and statement are  
adopted and incorporated herein by reference; and find that the proposed  
acquisition of property, grant of easements, and the District's agreements are  
covered by the City's certified EIR. Take the following actions: (Department of  
Public Works) ADOPT  
Approve the acquisition of property referred to as Parcel 7F related to  
Project No. 275-451 - West Long Beach from the City to the District.  
Find that the fee interest in the District's real property referred to as  
Parcels 3EXF and 4EXF related to Project No. 275-451 - West Long  
Beach in the City is no longer required for the purposes of the District.  
Find that the District's real property referred to as Parcels 3EXF and  
4EXF related to Project No. 275-451 - West Long Beach is exempt  
surplus land under the provisions of the Surplus Land Act, because the  
District's surplus land is being exchanged for another property necessary  
for the District's use upon the construction of a replacement facility on

Ordinance for introduction amending County Code, Title 11 - Health and Safety,  
to establish a maximum indoor temperature threshold for all rental housing units.  
The ordinance requires that rental housing units in the unincorporated areas of  
the County and in cities that adopt the County Code must be able to maintain a  
maximum indoor temperature of 82 degrees Fahrenheit in all Habitable rooms.  
Allow tenants to provide additional cooling methods, if done in a safe and  
code-compliant way. Updates tenant protections to ensure code-compliant  
cooling practices are not a cause for eviction and restricts landlords from  
passing on the cost of certain equipment installation onto tenants. Adopts an  
effective date of 30 days from the date of final passage by the Board and an  
enforcement date beginning on January 1, 2027, to provide time for outreach  
and education efforts, or upon approval of the fee as set forth in Chapter  
8.53.050 to account for cost recovery, whichever is later. Allows landlords of  
already existing rental properties to request an extension of two years for  
compliance if unable to meet the maximum indoor temperature requirement
