Responding to the Lineage Fire Impact on Local Small Business in

Unincorporated East Los Angeles

Revised recommendation as submitted by Supervisors Solis and Hahn:

Instruct the Director of Economic Opportunity to utilize Supervisorial

District 1 Catalytic Development Funds to launch a Small Business

Interruption Fund for businesses in the areas impacted by the fire and

other proclaimed emergencies within the district. This assistance

should be provided within 45 days, and authorize the Director of

Economic Opportunity shall have the necessary delegated authorities to

negotiate, execute, or amend any agreements to implement the

program subject to approval by County Counsel. The Board shall waive

the requirements of Board Policy No.5.100 for these agreements. …

Direct County Counsel and the Director of the Office of Emergency

Management, Chief Executive Office, to seek reimbursement for funds

dispensed to small businesses impacted by the a local emergencies

emergency.

Instruct the Director of Regional Planning, in consultation with County

Counsel and the Director of Public Health, to explore the feasibility of

developing a policy that would require new facility permits identified as

high-risk to environmental or public health, and in sensitive areas such

as residential or near schools, all new manufacturing, recycling,

to negatively impact the economic vitality of small businesses due to

their operations in unincorporated Los Angeles County to pay a fee

that would help fund the Countywide Business Interruption Fund …

Declaring Los Angeles County a Purple Heart County

59-A.

Recommendation as submitted by Supervisors Hahn and Solis:

Suspend Section 22.1 of the Rules of the Board for the limited purpose

of considering this motion. Declare Los Angeles County a Purple Heart

County, honoring all members of the United States Armed Forces who

have been wounded or killed in action while serving our nation.

Adopt a resolution declaring Los Angeles County a Purple Heart

County.

Instruct the Director of Military and Veterans Affairs, in consultation

with the Chief Executive Officer and the Military Order of the Purple

Heart, to develop appropriate recognition opportunities, including the

installation of Purple Heart County signage at key County entry points

and facilities, subject to available funding and applicable permitting

requirements.

Instruct the Director of Military and Veterans Affairs to work with the

Military Order of the Purple Heart and local veterans organizations to

identify opportunities to recognize Purple Heart recipients through

annual commemorative events, educational outreach, and veterans

recognition ceremonies.

Instruct the Director of Military and Veterans Affairs, in consultation

with the Chief Executive Officer, to provide a written report back to the

Board within 90 days with recommendations for implementation of the

Purple Heart County designation, including potential signage locations,

estimated costs, and opportunities for partnerships with veteran’s

service organizations.

Instruct the Directors of Arts and Culture and Military and Veteran

Affairs to work together on the following actions to honor the service

and sacrifice of Los Angeles County veterans:

Relocate the statue of General George Washington from the

Lincoln Room on the second floor of Bob Hope Patriotic Hall to

the Purple Heart Inn located in the basement of the facility. The

relocation shall be executed with appropriate care for the historic

artifact, including professional conservation assessment, secure

and dignified installation, and the addition of interpretive signage

that explains the thematic connection between General

Washington’s leadership and the sacrifices of combat-wounded

veterans recognized by the Purple Heart.

Design, fabricate, and install a dignified plaque, memorial wall,

or other appropriate permanent honorific display in the Purple

Heart Inn that honors every Purple Heart recipient who is a

resident of Los Angeles County. The design shall provide for the

comprehensive and respectful recognition of all such recipients,

with consideration given to verification processes, privacy

protections for living recipients where appropriate, sustainability,

and the capacity for future additions or updates as new

recipients are identified.

Develop a comprehensive implementation plan that includes

proposed design concepts, fabrication and installation

specifications, a detailed timeline, cost estimates, potential

funding sources (including departmental resources, private

philanthropy, grants, or other appropriate mechanisms), and

identification of any required approvals or permits.

Report back to the Board in writing within 120 days on directives

6(a), 6(b), and 6(c), with the implementation plan, design

recommendations, cost estimates, and any additional actions or

funding requests required for Board consideration and approval.

This directive recognizes the profound significance of placing

the image of our nation’s founding military commander in the

space dedicated to Los Angeles County’s combat-wounded

veterans, while creating a lasting and comprehensive tribute to

every Purple Heart recipient from our community. The Author’s

intent is that these actions will strengthen Bob Hope Patriotic

Hall’s role as a premier center for honoring military service and

Recommendation as submitted by Supervisor Solis: Send a

five-signature letter to the South Coast Air Quality Management District

Hearing Board (Hearing Board) in support of the Petition for Order for

Abatement filed by the South Coast Air Quality Management District,

and urge the Hearing Board to implement strong accountability and

enforcement measures to compel Lineage Logistics, LLC to adhere to

conditions outlined by South Coast Air Quality Management District.

Fully Utilizing Foster Youth to Independence Initiative Vouchers

59-C.

Recommendation as submitted by Supervisors Horvath and Barger:

Instruct the Interim Director of Children and Family Services (DCFS)

and the Director of Homeless Services and Housing (HSH), in

partnership with the Los Angeles County Development Authority

(LACDA), to submit a written report back to the Board in the next 30

days that:

Assesses the changes to the Foster Youth to Independence

Initiative (FYI) codified in the United States Department of

Housing and Urban Development (HUD) Notice PIH 2026-19;

Clearly defines each Departments’ role, capacity, and funding

committed to the implementation of this voucher program; and

Determines the Countywide system capacity to inform the

number of vouchers that can be requested from the HUD,

mindful of funding for housing navigation, unit location,

stabilization services, and administrative costs to administer the

program.

Request LACDA immediately draw down the maximum number of FYI

vouchers balancing both with the system wide capacity and the need

among youth for this subsidy, as determined from LACDA, DCFS, and

HSH data.

Instruct the Director of Homeless Services and Housing and the Interim

Director of Children and Family Services to partner with LACDA to

engage with the Housing Authority of the City of Los Angeles and the

other regional Public Housing Authorities (PHAs) to build and expand

partnerships and confirm the provision of County administered youth

services in support of each PHA drawing down as many FYI vouchers

as possible. HSH and DCFS should prepare and submit quarterly

report-backs with progress updates to the Board for the next fiscal

year.

Instruct the Interim Director of Children and Family Services to report

back in 60 days on the funding and staff capacity needed to perform

timely and ongoing assessments of potential FYI applicants to

determine eligibility and appropriateness for this voucher.

Instruct the Interim Director of Children and Family Services and the

Director of Homeless Services and Housing to:

Report back in 90 days on a comprehensive continuum of care

for Transitional Aged Youth (TAY) experiencing homelessness

who have a history of child welfare involvement.

This should include all resources available to house TAY,

how they can work together to provide the appropriate

level of housing supports, and define the role of each

Department (and other relevant County Departments) in

ensuring an effective housing system.

Work together to refine the DCFS FYI application questions and

screening process to increase efficiency and ensure that referrals to

PHAs are made for all eligible youth. (26-4943)
