Direct the Chief Executive Office’s Anti-Racism, Diversity, and  
Inclusion Initiative (ARDI), in partnership with the Directors of Public  
Health, Mental Health, Parks and Recreation, Library, Arts and Culture,  
Aging and Disabilities, Children and Family Services, Youth  
Development, and other relevant Departments, and in consultation with  
the Los Angeles County LGBTQ+ Commission, the Los Angeles County  
Commission for Older Adults, the Los Angeles County Commission on  
Disabilities, and the Los Angeles County Youth Commission, to  
establish a working group, and report back to the Board in writing in 60

School Law Enforcement Services Agreement  
Revised recommendation: Approve a retroactive boilerplate School  
Law Enforcement Services Agreement for School Resource Deputy  
Program (School Agreement) by and between the County and various  
school districts for the continued provision of law enforcement services  
on school campuses for the period from July 1, 2026 through June 30,  
20287, unless sooner terminated or extended, for the provision of  
full-time law enforcement services on school campuses through the  
Department's School Resource Deputy Program. with the option to  
extend the term for one additional 12-month period, subject to prior  
approval by the Board. Additional one-year renewal considerations  
shall be permitted on future year contracts only once there is an  
implementation timeline to collect all required program data, including  
stops, reason for stops, searches and outcomes, call service types,  
and student demographics of the interaction has been submitted and  
evaluated, and are subject to prior approval by the Board. The  
Department will provide the Board with a progress update six months  
prior to the next contract renewal. Authorize the Sheriff to retroactively  
execute Agreements with school districts in the County requesting  
full-time law enforcement services, effective July 1, 2026 through June  
30, 20287, unless sooner terminated or extended with the option to  
extend the term for one additional 12-month period, subject to prior  
approval by the Board. Authorize the Sheriff to execute any and all  
amendments to the Agreements, ensuring any negative fiscal impact to

Recommendation as submitted by Supervisor Horvath: Suspend  
Section 22.1 of the Rules of the Board for the limited purpose of  
considering this motion. Direct County Counsel to revise the title and  
summary of the Charter Amendment and all necessary documents to  
read as follows:

LOS ANGELES COUNTY CHARTER AMENDMENT  
REITERATING GOOD FAITH NEGOTIATION OBLIGATIONS  
AND ESTABLISHING IMPARTIAL BINDING ARBITRATION FOR  
CERTIFIED PUBLIC SAFETY EMPLOYEE DISPUTES  
SUMMARY:  
Shall the measure amending the Los Angeles County Charter to  
prohibit strikes by district attorney investigators, medical  
examiners, and lifeguards; their supervisors; and  
nonadministrative civilian employees working in the Fire  
Department, Sheriff's Department, and the Department of  
Medical Examiner, reiterate existing legal obligations for good  
faith negotiations, and establish an impartial binding arbitration  
process for resolving labor disputes with certified public safety  
employee organizations representing County employees  
including firefighters, sheriffs, and the abovementioned  
employees, as specified in the charter amendment ordinance,  
be adopted? (26-4489)  
Employ a Retired County Employee on a Temporary Basis

Recommendation: Grant an exception to the 180-day waiting period  
required under the California Public Employee’s Pension Reform Act of  
2013, and reemploy retired County employee, Donna Koch, to a  
120-day temporary assignment as a Deputy Public Defender IV in the  
Employee Relations Unit. Approve the request for Donna Koch to  
receive compensation at the rate of $104.89 per hour and work no  
more than 960 work hours within a fiscal year, upon the Board’s  
approval of her temporary reemployment as a Deputy Public Defender
