Hearing on Project No. PRJ2023-003193-(All Districts) and Advance  
Planning Case No. RPPL2023004662, amending County Code, Title 2 -  
Administration and Title 22 - Planning and Zoning with the Title 22 Tune Up  
Series 003 Ordinance (Ordinance), to make modifications where necessary  
to correct discrepancies, typographical errors and outdated and redundant  
provisions including, but not limited to, removing outdated language  
regarding Regional Planning Commission advisory membership (Chapter  
2.108 - Regional Planning Commission); clarifying definitions (Section  
22.14.160 - P) and provisions (Section 22.246.090) of the Public Art in  
Private Development Program; illustrating provisions for Fences and Walls

Ratification of Proclamation of Local Emergency for the Winter Storm  
Recommendation as submitted by Supervisors Barger and Horvath: Ratify  
the Proclamation of Local Emergency made on February 19, 2025, for the  
winter storm, in the County of Los Angeles, the Proclamation of Local  
Emergency shall remain in effect until its termination is proclaimed by the  
Board; direct the Chief Executive Officer, through the Director of the Office  
of Emergency Management to forward a copy of the Proclamation of Local  
Emergency to the Director of California Governor’s Office of Emergency  
Services (Director), and request the Director to find it acceptable in  
accordance with State law; request that the Governor of the State of  
California, pursuant to the Emergency Service Act, issue a proclamation  
declaring an emergency in Los Angeles County; make available recovery  
assistance under the California Disaster Assistance Act, and expedite  
access to State and Federal resources and any other appropriate Federal  
disaster relief programs; and instruct County Department Heads to  
implement all assessment, assistance and monitoring efforts as applicable.

Resolution of the County of Los Angeles Board of Supervisors  
Protecting Qualifying Income Eligible Tenants Directly Financially  
Impacted by the January 2025 Windstorm and Critical Wildfire Events  
Recommendation: Adopt a resolution to protect each qualifying, income  
eligible tenant residing in the County from eviction for non-payment of rent  
originally due between February 1, 2025 and July 31, 2025 as may be  
revised, renewed, or repealed by the Board, where the tenant has been  
directly financially impacted by the January 2025 Windstorm and Critical  
Wildfire Events by providing the tenant an affirmative defense against such  
unlawful detainer actions, with protections to remain in effect through July  
31, 2025, unless revised, renewed or repealed by the Board. (County

Emergency Contracts Report  
Recommendation: Review the emergency actions ordered and taken by the  
Director of Internal Services, under delegated authority by the Board, acting  
as both the County and the Governing Body of various districts, under  
Board Order No. 13-C of January 28, 2025, to respond to and recover from  
the January 2025 Windstorm and Critical Fire Events, including the  
Palisades Fire, Eaton Fire, Hurst Fire, Kenneth Fire, and multiple other fires  
(LA County Fires) including actions enumerated in the aforementioned  
authorities (Actions), without giving notice for bids to let contracts, and  
determine that there is a need to continue the emergency Actions; find that  
there is substantial evidence that the January 2025 Windstorm and Critical  
Fire Events continue to constitute an emergency pursuant to Public  
Contract Code Section 22050, which requires that immediate action be  
taken to cleanup and reconstruct public property, buildings, facilities, and  
infrastructure because the emergency does not permit the delay resulting  
from a formal competitive solicitation of bids and/or proposals to procure  
construction, materials, equipment and services for projects and initiatives  
necessary to respond to and recover from the LA County Fires; and find  
that authority should, therefore, continue to be delegated to the Director of  
Internal Services to amend or extend and supplement existing as-needed or  
on-call contracts without giving notice for bids to let contracts related to  
facilities and related support services, and to award new contracts for  
response to and recovery from the LA County Fires, and such contracts  
should be issued because they are necessary to respond to the emergency.

Armed Security Guard Services for LA County Library Area Contracts  
Recommendation: Find that armed security guard services for LA County  
Library facilities can be performed more economically by an independent  
contractor; approve and instruct the Chair to sign five contracts with  
Inter-Con Security Services Systems, Inc. (Inter-Con, Inc.), for the provision  
of as needed armed security guard services at LA County Library facilities,  
for a maximum period of five years and six months and a potential  
aggregate total of $65,795,597.19, effective on February 15, 2025, or three  
weeks following Board approval, whichever is later; authorize the County  
Librarian to approve unanticipated work within the scope of the contract,  
and execute amendments to exercise renewal options, increase or  
decrease the number of facilities or the days of service; amend terms and  
conditions in the contract, as may be required by the Board, and adjust the  
contract amount, accordingly; and find that the proposed actions are not a  
project under the California Environmental Quality Act. (LA County

Recommendation: Review the emergency actions ordered and taken by the

January 2025 Windstorm and Critical Fire Events, including the Palisades  
Fire, Eaton Fire, Hurst Fire, Kenneth Fire, and multiple other fires (LA  
County Fires), including actions to repair or replace public facilities, actions  
directly related and immediately required by the emergency, and actions to  
procure the necessary equipment, services and supplies for such purposes  
(Actions), without giving notice for bids to let contracts, and determine that  
there is a need to continue the emergency Actions; find that there is  
substantial evidence that the January 2025 Windstorm and Critical Fire  
Events continue to constitute an emergency pursuant to Public Contract  
Code Section 22050, which requires that immediate action be taken to  
cleanup and reconstruct public property, buildings, facilities, and  
infrastructure because the emergency does not permit the delay resulting  
from a formal competitive solicitation of bids to procure construction  
services for projects necessary to respond to and recover from the LA  
County Fires; and find that authority should, therefore, continue to be  
delegated to the Director of Public Works to amend or extend and  
supplement existing as-needed or on-call contracts without giving notice for  
bids to let contracts, and to award new contracts for response to and

Temporary Waiver of Wasteshed Restriction and Increase in Disposal  
Tonnage Limits at Local Landfills  
Recommendation: Find that the temporary waiver of the wasteshed  
restrictions at the Calabasas Landfill to allow it to accept debris generated  
by the January 2025 Windstorm and Critical Fire Events, which is  
necessary to eliminate immediate threats to life, public health and safety,  
and improved property, and to ensure economic recovery of the affected  
communities to the benefit of the community-at-large; authorize the  
Calabasas Landfill to temporarily accept material from outside of the  
wasteshed to accommodate the emergency disposal of debris generated by  
the January 2025 Windstorm and Critical Fire Events, effective immediately  
and continuing for six months initially, with a possible extension options, as  
necessary, by the Director of Public Works, in concert with the Chief  
Engineer of the County Sanitation Districts, as part of disaster response  
and recovery efforts and when it is in the public interest to do so, provided  
that the excess tonnage amounts consist solely of debris resulting from the  
January 2025 Windstorm and Critical Fire Events; authorize the Sunshine  
Canyon and Lancaster Landfills to temporarily increase their tonnage limits  
effective immediately and continuing for 120 days initially, with an option of  
extension by the Board, upon joint recommendation from the Directors of  
Public Health and Public Works, as part of disaster response and recovery  
efforts and when it is in the public interest to do so, provided that the excess  
tonnage amounts consist solely of debris resulting from the January 2025  
Windstorm and Critical Fire Events; and find that the proposed activities  
recommended herein are exempt from the California Environmental Quality
