Mitchell: Instruct the Director of Homeless Services and Housing, in

consultation with…

Direct County Counsel, in consultation with the Director of

Homeless Services and Housing (HSH), to provide a

confidential legal analysis of applicable State and local law

regarding the length of time individuals and families

participating in County-funded motel voucher programs may

remain in hotels and motels, including any legal implications

associated with practices requiring participants to check out,

temporarily vacate, re-register, change rooms, or transfer

locations for the purpose of avoiding the establishment of

tenancy rights. The analysis should include a protections,

exceptions, and other legal provisions applicable to

participants in qualifying emergency motel voucher, interim

housing, or shelter programs, and assess whether such

practices are legally necessary to protect the County,

providers, and hotel and motel owners from unintended legal

or financial liability.

Instruct the Director of HSH to report back to the Board in

writing within 60 days with recommendations for any changes

to County policies, contracts, or provider requirements that

may reduce unnecessary displacement or disruption for

participants, while addressing operational considerations and

protecting the County, providers, and hotel and motel owners

from unintended legal or financial liability, consistent with

legal guidance from County Counsel. (26-5416)

900 Fair Oaks Avenue, South Pasadena (APN: 5318-015-017)

(Property), for a purchase price of $6,400,000, plus associated title

and escrow fees of approximately $10,000, and an independent

consideration of $100, for a total amount not to exceed $6,410,100,

and identifies the Property and Hamasho, Inc. Advertise and set

October 27, 2026 to receive comment and consummate the
