Support for Assembly Bill 238 (Harabedian)  
Recommendation as submitted by Supervisor Barger: Direct the  
Chief Executive Officer, through the Legislative Affairs and  
Intergovernmental Relations Branch, to take all appropriate  
legislative advocacy actions to support Assembly Bill 238  
(Harabedian), legislation which would allow borrowers who are  
experiencing financial hardship due to the January 2025 wildfire  
disaster to request an initial pause of their monthly mortgage  
payment for up to 360 days, in two increments of 180 days.

Extending Price Gouging Protections for Housing  
Recommendation as submitted by Supervisor Horvath: Effective  
March 9, 2025, extend for 30 days, to and until April 8, 2025, the  
protections of California Penal Code Section 396, Subdivisions (d),  
(e), and (f), to limit price-gouging in the rental market and in hotels  
and motels, and to continue its protections against eviction and the  
protections of County Code, Title 8 - Consumer Protection,  
Business and Wage Regulations, Chapter 8.09, pursuant to Penal  
Code Section 396(g); and find that this extension is necessary  
because complaints of price gouging are continuing, and have been  
increasing, and such an extension will protect the lives, property,  
and welfare of the residents of the County. (25-1366)

Hard-Hiring Freeze and Freeze on Non-Essential Services,  
Supplies and Equipment Purchases  
Recommendation: Approve the implementation of a hard-hiring  
freeze, excluding critical health and safety positions as determined  
by the Chief Executive Officer; authorize the Chief Executive Officer  
to implement and administer a hard-hiring freeze as needed, to  
protect the County’s limited resources, as determined by the Chief  
Executive Officer; and authorize the Chief Executive Officer to take  
the following actions:  
Work with the Auditor-Controller to freeze appropriation of  
non-essential purchases of services, supplies, and  
equipment, including non-essential travel and training, as  
needed, to protect the County’s limited resources, as  
determined by the Chief Executive Officer; and  
Establish a protocol that allows Departments to request an  
exception to both freezes based on necessity for essential  
services/purchases on a case by case basis. (25-1363)
