Strengthening the Transparent Policymaking Process:  
Enhancing the Review of Substantive Policy Motions at County  
Cluster Meetings  
Revised recommendation as submitted by Supervisors Mitchell and  
Solis: Instruct the Executive Officer of the Board, in consultation  
with County Counsel, to revise Section 22.1(g) of the Rules of the  
Board to state that, “This Section shall become effective for  
member motions to be introduced for the January 21, 2025, Board  
meeting and shall stay in effect until repealed.” The revision shall  
extend the Cluster Motion Review Process for all substantive Board  
motions to do the following:  
Instruct County Counsel, in coordination with the Executive Officer  
and Acting Chief Executive Officer, to amend Section 22.1 of the  
Rules of the Board within 60 days to: …  
Clearly define all exemption categories, namely: declarations  
and ratifications of emergency and all recovery and related  
actions; fee waivers; reward motions; adjournments in a  
deceased person’s memory; ceremonial proclamations and  
acknowledgments, without substantive directives;  
presentation of scrolls; nominations and appointments to  
Boards and Commissions, or other bodies; motions related to  
Board meeting scheduling; motions involving the land  
acknowledgement statement; motions related to the Board’s  
annual reorganization including the election of the Chair  
Pro-Tem; motions directly pertaining to declared  
emergencies; and motions for which the Board finds that an  
emergency situation, pursuant to Gov't Code §54954.2(b)(1)  
or urgency pursuant to Government Code §54954.2(b)(2)  
exists. Also include exemption categories for actions that are  
in response to, or otherwise related to, any action taken by  
the Federal government, including all of its branches and any  
Department, agency, or instrumentality under their authority;  
as previously approved by Board Order No. 14 of August 12,  
2025, construction projects already approved by the Board  
requiring administrative modifications (e.g., change orders,  
delegated authority) but not including adjustments to the  
overall project budget; and grants or programs previously  
approved by the Board that require administrative  
adjustments or implementation actions. …  
Standardize the Economic Development and Policy Committee on  
equal standing as the “Original Five” Clusters, with the same  
support from the Acting Chief Executive Officer, Executive Officer,  
and the Directors of Economic Opportunity and Internal Services. In  
addition, rename this body the “Workforce and Economic  
Development Cluster.”  
Standardize the Homeless Policy Deputies Meeting on equal  
standing as the “Original Five” Clusters, with the same support from  
the Acting Chief Executive Officer, Executive Officer, and the  
Directors of Homeless Services and Housing and Internal Services.  
In addition, rename this body the “Homelessness Cluster.”  
Homelessness Cluster to be added to Section 22.1(a) as an  
additional policy cluster along with the existing six policy clusters in  
Section 22.1(a).  
Instruct the Executive Officer and the Acting Chief Executive  
Officer, in consultation with the Directors of Economic Opportunity  
and Homeless Services and Housing, and County Counsel, to  
report back to the Board in writing in 30 days on standardizing the  
support, staffing, structure and agendas of the Economic  
Development and Policy Committee and Homeless Policy Deputies  
meetings so that these meetings can function as two new Cluster  
meetings where Board letters and motions are regularly presented,  
and analyze and make recommendations for streamlining the  
motion submission timeline and cluster presentation so that motions  
could be filed two weeks before the Board meeting rather than the  
current three weeks in advance. This should include consideration  
of the two new cluster meetings and their meeting schedules.

Advancing Last Paycheck Security  
Recommendation as submitted by Supervisors Solis and Horvath:  
Suspend Section 22.1 of the Rules of the Board for the limited  
purpose of considering this motion. Instruct the Director of  
Consumer and Business Affairs, through the Office of Labor Equity,  
in consultation with County Counsel, the Director of Economic  
Opportunity, and other relevant County Department Heads to  
provide a report back to the Board in writing within 90 days that  
includes the feasibility of establishing an ordinance for the Board's  
review that would require employers to provide a designation form  
to existing employees and new hires who perform work in the  
unincorporated areas of the County, regardless of immigration  
status, with which an employee may designate a person who shall  
be entitled to receive all paychecks due and payable to the  
employee in the event of the employee's unavailability, require  
employers to deliver employees' paychecks to the employees'  
respective designees in the event of the employees' unavailability  
and upon providing sufficient proof of the designee's identity to the  
employer, and provide a private right of action by aggrieved  
persons. The report back should also include recommendations on  
whether a proposed ordinance can also require employers to do the  
following:  
Provide the designation form in the employee's primary  
spoken language.  
Allow employees to freely, without duress, coercion, or  
intimidation, select a designee of their choosing to receive  
their final paycheck.  
In the event an employee refuses to select a designee for  
their final paycheck, the employer must obtain the  
employee's signed acknowledgment that the employee  
refused to designate a person on the designation form.  
Allow employees to establish or modify the designation at any  
time during the period of employment and for up to one year  
post separation.  
Provide existing employees and new hires with notice of their  
rights regarding the issuance of final paychecks, including the  
employee’s right to designate someone of their choosing to  
receive their final paycheck if the employee is unavailable.  
Retain the signed designation form and records  
demonstrating notice for a period of one year post  
separation.  
The report back should also include draft templates of the  
designation form and an explanation sheet/guide for  
employers; and a proposed communication strategy to  
educate employers through various mediums such as social  
media news outlets and during points of contact with County  
Departments, such as during business licensing, permitting,  
and funding applications.  
Direct the Acting Chief Executive Officer, through the Legislative  
Affairs and Intergovernmental Relations Branch, to support  
legislative proposals that would require employers Statewide to  
offer their employees a designation form. (25-6782)

Supporting Unhoused Pet Owners and Uplifting Animal  
Welfare  
Recommendation as submitted by Supervisor Solis: Suspend  
Section 22.1 of the Rules of the Board for the limited purpose of  
considering this motion. Instruct the Director of Animal Care and  
Control to coordinate with the District Attorney and Sheriff on a  
campaign that would raise awareness about what legally constitutes  
animal abuse, how to report animal abuse cases, the lead agencies  
for different jurisdictions, information needed to assist enforcement  
agencies in filing a case, and what community members can do if  
what they witness is not legally considered an animal abuse case.  
Instruct the Acting Chief Executive Officer and its Center for  
Strategic Partnerships to collaborate with the Director of Animal  
Care and Control to support the Los Angeles County Animal Care  
Foundation in launching a campaign to raise philanthropic funds  
that would further support and enhance capacity of the Department  
of Animal Care and Control’s Pet Pantry, Pets Are Family program,  
and the Vets at the Park program that already service the County’s  
low-income communities and person’s experiencing homelessness  
with pet supplies, reduced cost veterinary vouchers, and basic  
medical services along with microchipping. Instruct the Director of  
Homeless Services and Housing, in consultation with the Director of  
Animal Care and Control, to find a community-based organization  
to provide regular pet services such as vaccinations, pet food and  
supplies, basic medical screenings, and spay/neuter at the Skid  
Row Care Campus. Report back regarding the progress of the  
directives to the Board in writing within 60 days and in 180 days.

Motion for the New Year’s Eve L.A. Countdown to 2026 Celebration  
Parking Fee Waiver on December 30 and 31, 2025, in the Amount  
of $11,755, as submitted by Supervisor Solis. (25-6783)  
Third District Funding for Rebuilding the Palisades-Malibu  
YMCA  
Recommendation as submitted by Supervisor Horvath: Approve an  
appropriation adjustment to transfer $2,063,000 from the  
Provisional Financing Uses budget unit to the Board of Supervisors  
operating budget to support rebuilding efforts of the  
Palisades-Malibu YMCA. (25-6647)

Extending Price Gouging Protections for Housing  
Recommendation as submitted by Supervisor Horvath: Effective  
December 29, 2025, extend for 30 days, through and including  
January 28, 2026, the protections of California Penal Code Section  
396, subdivisions (b), (c), (d), (e), and (f), to limit price-gouging for  
applicable goods and services and in the housing rental market,  
and in hotels and motels, and to continue the protections of County  
Code Title 8 - Consumer Protection, Business and Wage  
Regulations, Chapter 8.09, pursuant to Penal Code Section 396  
subdivision (g). The Board finds that this extension is necessary  
because of complaints of price gouging which are continuing, and  
have been increasing, and that such an extension will protect the  
lives, property, and/or welfare of the residents of the County.  
Authorize a specified price increase of the rental price for housing  
not rented and not offered for rent within one year prior to the  
proclamation or declaration of emergency as defined in Penal Code  
Section 396 subdivision (j)(11)(B) as follows: for the County,  
increase the rental price formula for such housing from 160% of the  
fair market rent established by the United States Department of  
Housing and Urban Development to 200% to more accurately  
reflect rental market conditions in the County. All other provisions of  
Penal Code Section 396 subdivision (j)(11)(B) shall remain
