Safeguarding Against Racial Bias  
Revised recommendation as submitted by Supervisors Mitchell and  
Horvath: Instruct the Director of Children and Family Services to  
consider and incorporate, as appropriate, the recommendations found  
in the University of California Los Angeles’ Pritzker Center for  
Strengthening Children and Families “Beyond Blind Removal: Color  
Consciousness and Anti-Racism in Los Angeles County Child Welfare”  
report, beginning with the implementation of upstream enhancements,  
targeting the root cause of disproportionalities among Black families  
and children in the child welfare system; and take the following actions:  
Authorize the Director of Children and Family Services, for the Office  
Equity, to identify and execute an agreement with an equity consultant  
to conduct racial bias training, for DCFS University and new hire  
orientation, executive leadership, union representatives, management,  
hotline staff, Assistant Regional Administrators, Supervising Childrens  
Social Workers, Childrens Social Workers, and all applicable staff. to  
enter into an agreement with an equity consultant that will work with the  
Department’s Office of Equity Division to assist with the development of  
a holistic Diversity, Equity, and Inclusion strategic framework to further  
advance the equity work throughout DCFS; execute any necessary  
contract amendments and terminate the agreement, if needed, and  
DCFS must have sufficient funding in their budget to fund the  
agreement and any amendments; and  
Instruct the Director of Children and Family Services, in consultation  
with the Center for Strategic Partnerships, to report back to the Board  
in writing within 90 days with a proposal for evaluating the project,  
including how the evaluation would be conducted, potential funding  
sources, and how the evaluation results would be presented along with  
the identification of successes and opportunities for further growth.

A Zero-Emission Vehicle Master Plan for Los Angeles County

Mitchell: Instruct the Interim Director of Internal Services, in  
collaboration with the Chief Sustainability Officer, the Directors of  
Regional Planning, Economic Opportunity and Public Works, the  
Agricultural Commissioner/Director of Weights and Measures and, to  
develop within 180 days, a Zero-Emission Vehicle (ZEV) Master Plan  
that includes goals, strategies, and technical guidance to deliver on the  
County’s zero-emission fleet goals, expand electric vehicle (EV)  
charger infrastructure throughout the County, promote ZEV ownership,  
and enhance EV charger reliability, with the plan to include the  
following: …  
A plan to partner with the Director of Economic Opportunity, in  
coordination with the California Conservation Corps,  
International Brotherhood of Electrical Workers, Los Angeles  
Cleantech Incubator, GO-Biz, the California Workforce  
Development Board, and other relevant organizations, to identify  
and expand green job workforce training opportunities for  
individuals with barriers to employment including, but not limited  
to, a pathway for particularly for technicians to become  
Registered Service Agents to install EV chargers and to perform  
maintenance and repair services, a pathway into County green  
infrastructure jobs, and metrics to track outcomes; …  
Targets for grant funding and strategies to finance EV  
purchases using IRA tax credits and other State and Federal  
grants that are newly available to governments, as well as grants  
for workforce training and small business development in line

Critical Access Hospitals (CAH): Islands, legislation which would result  
in an annual supplemental payment for services covered under  
Medi-Cal for a CAH that operates on an island located 10 miles  
offshore of the mainland coast of California, but still within the

Firefighters Memorial Weekend” throughout Los Angeles County, and,

groups, clubs and organizations, to join this effort to honor firefighters  
who have given their lives in the line of duty, and that all flags  
throughout the County be flown at half-staff on Sunday, May 5, 2024,  
in honor of the National Fallen Firefighters Memorial Service.

Oppose Assembly Bill 2986

Recommendation as submitted by Supervisors Solis and Barger: Direct  
the Chief Executive Officer, through the Legislative Affairs and  
Intergovernmental Relations Branch, to oppose Assembly Bill (AB)  
2986 (Carillo), legislation which would require the Local Agency  
Formation Commission for the County (LAFCO) to establish an  
11-member task force, which would hold quarterly community meetings  
to discuss the impacts of city incorporation for unincorporated East  
Los Angeles (East LA), and send a five-signature letter to  
Assemblywoman Wendy Carrillo, with a copy to Governor Gavin  
Newsom, Legislative leadership, Los Angeles County Legislative  
Delegation Chair, Assemblywoman Tina McKinnor, and the Los  
Angeles County Delegation, expressing the County’s  
position and concerns about AB 2986; and direct the Chief Executive  
Officer, through its Municipal and Unincorporated Area Services, to  
take the following actions:  
Engage LAFCO, labor partners, and relevant County  
Departments, to report back to the Board in writing in 120 days  
on the following:  
Consultant and County costs related to the past two East  
LA incorporation studies with an estimated projected cost  
in 2024;  
Impacts and diversions to other resources and studies  
under LAFCO purview;  
Impacts and diversions to other resources, studies, and  
programs under County purview;  
Summary of findings from last two incorporation studies;  
Summary and breakdown of existing revenues (Federal,  
State, and local sources) and projection of revenues as  
an incorporated City, with a comparison of investments in  
capital projects, programs, and municipal services over  
the last ten years; and  
An analysis and feasibility of East LA fiscal viability as a  
City or Special District; and  
Report back to the Board in writing in 120 days on the feasibility  
of forming a Municipal Advisory Council, a local Town Council,  
or a Coordinating Council, that could represent comprehensive  
interests of the entire East LA community with associated cost,  
timeline, and structure similar to other unincorporated area town
