Gavin Newsom’s proposal to expand the California Film and Television  
Tax Credit Program from $330,000,000 to $750,000,000; and instruct  
the Director of Economic Opportunity to continue partnering partner  
with the City of Los Angeles and Mayor Karen Bass’ Office  
Entertainment Industry Council to identify best practices and  
opportunities for the County to implement, including all 88 cities,

Paralympic Games  
Revised recommendation as submitted by Supervisor Horvath: Direct  
the Chief Executive Officer, in coordination with the Director of Parks  
and Recreation, Instruct the Director of Parks and Recreation, in  
coordination with the Chief Executive Officer direct the to convene  
representatives from the 88 cities, as well as unincorporated  
communities, in the County, in collaboration with relevant County  
Department Heads, to coordinate and support planning efforts, at a  
minimum, on a quarterly basis effective January 1, 2025, with topics of  
the convenings to include, but not be limited to, arts and culture,  
transportation, legislative advocacy, safety, sustainability, the  
identification of potential practice and training facilities for teams, fan  
zones (planning and locations), existing convenings the County holds  
with cities should be used as appropriate; request consult the Los  
Angeles Metropolitan Transportation Authority and LA28 participate to  
identify opportunities for coordination and participation in the  
convenings for the purpose of information sharing in the convenings,  
as needed; report back to the Board, on a quarterly basis, in writing,  
on the summary of the convenings with recommendations including, but  
not limited to, funding needs; direct the Chief Executive Officer, in  
coordination with the Director of Parks and Recreation, to develop a  
landing page on the Countywide website to host up-to-date information  
on the Games, a directory of key contacts for cities and other partners  
to access, and a catalog of available practice and training facilities as  
identified by the cities and the County for teams, the webpage should  
also include best practices, lessons learned, and any other materials  
offered by the Olympics and Paralympic Summit held by the Mayor’s  
office, which can assist our cities with developing activities to engage  
the public in the Olympics Games; … and report back to the Board in  
45 days with recommendations to establish a County Olympics team for  
coordinating and executing all County-related Olympic and Paralympic  
activities, including all previous Board directives, including the role of  
such a team beyond the Olympics/Paralympics, such as major sporting

of Racial Equity, the Chief Sustainability Officer, and the Director of  
Public Works, to report back to the Board on December 10, 2024, or  
the next hearing date related to Agenda Item Nos. 50 and 66, with  
recommendations to adopt a formula for the equitable distribution  
amongst the five Supervisorial Districts of the $5,000,000 anticipated to  
be deposited by Southern California Gas Company into a new County  
Climate Equity Account, eligibility criteria and guidelines for use of the  
funds deposited into the new Climate Equity Account, and the process  
and procedures to be used by each Supervisorial District to allocate  
their respective District share of the funds from the new Climate Equity  
Account for eligible program(s) and/or project(s), including for  
Board-directed projects or programs of Countywide significance.

Marine Mammal Care Center Right of Entry Permit Fee Waiver

Recommendation as submitted by Supervisor Mitchell: Find that the  
services to be provided by the Marine Mammal Care Center (MMCC)  
are necessary to meet the social needs of the County and serve public  
purposes which benefit the County; authorize the Director of Beaches  
and Harbors to negotiate and execute a right of entry permit, on a  
gratis basis, for a term of 10 years that includes one additional  
two-year term upon confirmation from MMCC to the satisfaction of the  
Director that it has the necessary permits and authority to conduct the  
activities outlined in the right of entry permit, execute other ancillary  
documentation necessary to effectuate the right of entry permit, and  
take any other actions necessary and appropriate to implement and  
effectuate the right of entry permit; and find that the approval of the  
proposed actions are either not a project, or are exempt, from the
