area of Hacienda Heights (1), to County Lighting Maintenance District  
(CLMD)1687 and County Lighting District Landscaping and Lighting Act-1  
(CLD LLA-1), Unincorporated Zone; order changes to the Engineer's Report, if  
needed; order the tabulation of assessment ballots submitted and not withdrawn,  
in support of, or in opposition to, the proposed assessments; and if there is no  
majority protest, adopt a resolution ordering annexation of territory to CLMD  
1687 and CLD LLA-1, Unincorporated Zone, confirming a diagram and  
assessment and levying of assessments within the annexed territory for Fiscal  
Year 2025-26; and adopt joint resolutions between the Board and other taxing  
agencies approving and accepting the negotiated exchange of property tax  
revenues resulting from the annexation of territory to CLMD 1687, as approved

Hearing on Ordinance Granting a Gas Pipeline Franchise to Southern  
California Gas Company

Hearing on an ordinance for adoption granting a gas pipeline franchise to  
Southern California Gas Company, a California Corporation (Franchisee), to  
construct, maintain, and operate a pipeline system for an initial term of 10  
years, beginning on January 9, 2025, and expiring on January 8, 2035 and,  
subject to its renewal, immediately followed by one renewal term of 10 years,  
beginning on January 9, 2035, and expiring on January 8, 2045, for a total  
term of up to 20 years, in the unincorporated territory of the County, with the  
base annual fee payable to the County by Franchisee to be determined  
according to a formula contained in Section 2 of the franchise ordinance, and  
with the Franchisee to also pay additional fees as provided in the ordinance.

Community Plan and incorporation of updated community-level policies, goals,  
and Land Use Policy Map revisions into the WSGVAP, collectively known as the  
Project, the WSGVAP is a component of the General Plan that guides  
development in the nine unincorporated communities within the West San  
Gabriel Valley Planning Area (Planning Area) over the next 20 years, including  
the following: Altadena, East Pasadena-East San Gabriel, Kinneloa Mesa, La  
Crescenta-Montrose, San Pasqual, South Monrovia Islands, South San Gabriel,  
Unincorporated South El Monte Island, and Whittier Narrows; and the Project  
redesignates land use and zoning categories, including properties identified in  
the Housing Element Rezoning Program, the Project amends Title 22 - Planning  
and Zoning to, establish the West San Gabriel Valley Planning Area Standards  
District (PASD), which incorporates and updates the existing Altadena, East  
Pasadena-East San Gabriel, La Crescenta-Montrose, and South San Gabriel  
Community Standards Districts into the PASD, enhance the character of nine  
unincorporated communities within the Planning Area, protect designated  
significant ridgelines, biological resources, planting of native oak tree species,  
and the maintenance of landscaping, foster a vibrant public realm and  
pedestrian-friendly environment with requirements for pedestrian amenities,  
building design details and architectural elements, and building height limits,  
and incorporate existing Setback Districts, as a lead agency under the  
California Environmental Quality Act, the Board will consider the effects of the  
Project as shown in the Final Program Environmental Impact Report (PEIR), will  
consider certification of the Final PEIR, and will consider adoption of the  
associated Findings of Fact and Statement of Overriding Considerations, and  
Mitigation Monitoring and Reporting Program. (On September 25, 2024, the  
Regional Planning Commission recommended approval of this project.)
