II. PUBLIC HEARINGS 1 - 3  
Hearing on the Annexation and Levying of Assessments for County  
Lighting Districts in the Unincorporated Community of Rowland Heights  
1.  
Hearing on the annexation of approved tentative subdivision project known as  
Tract No. 83534, located in the unincorporated area of Rowland Heights (1), to  
County Lighting Maintenance District (CLMD) 1687 and County Lighting District  
Landscaping and Lighting Act-1 (CLD LLA-1), Unincorporated Zone. Order the  
tabulation of assessment ballots submitted and not withdrawn, in support of, or  
in opposition to, the proposed assessments. If there is no majority protest,  
adopt a resolution ordering annexation of the approved tentative subdivision  
territory to CLMD 1687 and CLD LLA-1, Unincorporated Zone, confirming a  
diagram and assessment and levying of assessments within the annexed  
territory for Fiscal Year 2027-28. Adopt joint resolutions between the Board and  
other taxing agencies approving and accepting the negotiated exchange of  
property tax revenues resulting from the annexation of subdivision territory to  
CLMD 1687, as approved by the nonexempt taxing agencies. (Department of

Hearing on an appeal of Project No. PRJ2023-002405-(5), including  
Conditional Use Permit No. RPPL2023005137 and certified Mitigated Negative  
Declaration (MND) and Mitigation Monitoring and Reporting Program  
associated with Environmental Plan No. RPPL2023005138. The permit is to  
authorize the development, operation and maintenance of a new  
ground-mounted utility-scale photovoltaic solar energy facility, including an  
accessory battery energy storage system and appurtenant facilities and  
equipment in the Heavy Agricultural - Two Acres Minimum Required Lot Area  
(A-2-2) Zone, located at 49560 230th Street West, Lancaster (5) within the  
Antelope Valley West Zoned District, applied for by RPCA Solar 12, LLC. An  
MND was adopted to reduce impacts to air quality, biological resources, cultural  
resources, and tribal cultural resources to less than significant with mitigation  
measures pursuant to California Environmental Quality Act requirements.

Hearing on an appeal of Project No. 2015-01232-(2), including Vesting  
Tentative Tract Map No. 073082 (RTM-TR073082) to create one multi-family lot  
developed with 88 attached condominium units within one five-story building on  
1.84 gross (1.77 net) acres with the Restricted Business - 5,000 Sq Ft Minimum  
Lot Size (C-1) Zone; Conditional Use Permit No. 201500052 to authorize a  
single-family residential development within the C-1 Zone and in a designated  
Hillside Management Area, with two modification requests to exceed the height  
limit of 35 feet for a total maximum height of 65 feet, and to reduce the front  
yard setback area from 20 to 15 feet. The project is located at 5101 South  
Overhill Drive within the unincorporated community of Ladera Heights/View  
Park - Windsor Hills within the Westside Planning Area. The project site will be  
accessible from two points of ingress/egress along Overhill Drive, and includes  
a fire turnaround, 198 vehicular parking spaces, 53 bicycle parking spaces,  
pedestrian walkways, an outdoor swimming pool, and community and exercise  
rooms. The project also includes 10 dwelling units voluntarily set aside for  
moderate-income households with incomes no greater than 120% of the  
Average Median Income. The Board will also consider Environmental  
Assessment No. 201500089, including a Final Environmental Impact Report,  
concluding that no significant and unavoidable impacts would occur due to the  
project with the implementation of mitigation measures pursuant to the California  
Environmental Quality Act reporting requirements. The six areas of  
environmental impact identified as less than significant with mitigation  
incorporated include Aesthetics, Air Quality, Biological Resources, Cultural  
Resources, Noise, and Tribal Cultural Resources. Applied for by The Bedford

Recommendation: Review the emergency actions ordered and taken by the  
Director of Internal Services, under delegated authority by the Board, acting as  
both the County and the Governing Body of various districts, under Board  
Order No. 13-C of January 28, 2025, to respond to and recover from the  
January 2025 Windstorm and Critical Fire Events, including the Palisades Fire,  
Eaton Fire, Hurst Fire, Kenneth Fire, and multiple other fires (LA County Fires)  
(1, 3 and 5) including actions enumerated in the aforementioned authorities  
(Actions), without giving notice for bids to let contracts, and determine that there  
is a need to continue the emergency Actions; find that there is substantial  
evidence that the January 2025 Windstorm and Critical Fire Events continue to  
constitute an emergency pursuant to Public Contract Code Section 22050,  
which requires that immediate action be taken to cleanup and reconstruct public  
property, buildings, facilities, and infrastructure because the emergency does  
not permit the delay resulting from a formal competitive solicitation of bids  
and/or proposals to procure construction, materials, equipment and services for  
projects and initiatives necessary to respond to and recover from the LA County  
Fires; and find that authority should, therefore, continue to be delegated to the  
Director of Internal Services to amend or extend and supplement existing  
as-needed or on-call contracts without giving notice for bids to let contracts  
related to facilities and related support services, and to award new contracts for  
response to and recovery from the LA County Fires, and such contracts should  
be issued because they are necessary to respond to the emergency. (Internal

Find that there is substantial evidence that the January 2025 Windstorm  
and Critical Fire Events continue to constitute an emergency pursuant to
