Implementing an Innovative Specialized Child Welfare Program for  
Young Children in Care  
Recommendation as submitted by Supervisors Horvath and Mitchell:  
Instruct the Director of Children and Family Services to take the following  
actions and report back to the Board in writing in 120 days:  
Develop a proposal to establish a fully operational Young Children In  
Care Birth to Five Program (Program), with the proposal to include a  
staffing plan, an estimated budget, a description of the Program's  
purpose, structure, and scope, an analysis of the metrics and  
outcomes that will be used to assess the Program’s efficacy, and a  
plan for best practices in partnering with local community-based  
organizations, other County Departments, and individuals with lived  
experience with the foster care system, to increase access for  
families to appropriate services and supports;  
Partner with First 5 LA, the Commission for Children and Families,  
units within the Department of Public Health (DPH), such as the  
Office for the Advancement of Early Care and Education (OAECE)  
and Division of Maternal, Child, and Adolescent Health (MCAH), the  
Office of Child Protection (OCP), the Los Angeles County Office of  
Education (LACOE), and community partners, to prepare an analysis  
of current services and gaps, including an overview of existing  
community-based services, County-delivered services, and/or service  
provider network(s) that support young children in foster care and  
their families and/or address the needs of populations most impacted  
by the foster care system, as well as any known challenges that must  
be addressed to fully support these families and recommendations to  
address them, including the Community Pathways 2.0 food security  
work; and  
Convene First 5 LA, the Commission for Children and Families, DPH  
OAECE and MCAH, OCP, LACOE, and other community partners, to  
develop a community-wide strengths and needs assessment  
framework and implementation recommendations that will support the  
Board’s commitment to developing a specialized approach to serve  
young children in foster care and their families. (25-3006)

Evolving the Office of Child Protection and Redefining the Board  
Priority Around Child Protection  
Recommendation as submitted by Supervisors Horvath and Hahn: Instruct  
the Executive Director of the Office of Child Protection to adopt the priority  
areas identified in its roadmap and develop a new Strategic Plan, and  
report back to the Board in writing with the following:  
To move forward with developing a new Strategic Plan and report  
back to the Board on the progress on a quarterly basis via the Family  
and Social Services Cluster until the Strategic Plan is completed,  
prioritizing the following recommendations:  
Building a sustainable Community Pathway to services for  
families before they touch safety net programs;  
Strengthening coordination and collaboration across the  
child/youth/family System of Care by focusing on joint  
strategies and solutions for shared clients; and  
Implementing behavioral health and health priorities for  
children and youth, especially those who are  
systems-impacted;  
The Strategic Plan should also include discussion of how the Office  
of Child Protection could be more empowered to lead child and family  
wellbeing work, this may include discussion of office placement,  
reporting structure to the Board, staffing and resource needs, and  
oversight functions; and  
Within 90 days of completion of the Strategic Plan, report back to the  
Board with a verbal presentation at a Board meeting, including  
discussion of the evolution of this work and how the System of Care  
work is going to be strengthened; and  
The Board-directed Priority from Board Directed Priority be redefined from  
Child Protection to ensure that Child, Youth and Family Wellbeing are  
prioritized for the County and the Board; the Executive Director of the Office  
of Child Protection should work with the Chief Executive Officer and the  
Executive Officer of the Board to revise the Board-directed priority of Child  
Protection to include Child and Family Wellbeing; and instruct the Executive  
Director of the Office of Child Protection to report back to the Board in  
writing in 180 days with recommendations on this redefined Priority based  
on community stakeholder and lived expertise feedback. (25-3007)

Establishing the Measure A Labor Council  
Recommendation as submitted by Supervisor Horvath: Instruct the  
Executive Officer of the Board, in coordination with the Executive Director of  
the Homeless Initiative, Chief Executive Office, to do the following:  
Establish the Measure A Labor Council on or before June 30, 2025,  
to make recommendations to the Board on compensation issues for  
contracted nonprofit social service providers including, but not limited  
to, wages, benefits, pay equity, career development, and Cost of  
Living Adjustments; the Measure A Labor Council shall be comprised  
of no more than eight individuals with an equal number of organized  
labor and nonprofit social service provider leadership representatives  
including:  
Representatives from SEIU Local 721, the Los Angeles County  
Federation of Labor, as well as leadership from other  
organized labor that represents County employees or  
contracted service providers serving people experiencing  
homelessness;  
Representatives from nonprofit social service providers serving  
people experiencing or at risk of homelessness that includes  
geographic, agency size, and program portfolio diversity, with  
at least one representative to be nominated by a unionized  
nonprofit organization serving people experiencing  
homelessness; and  
The Measure A Labor Council shall have the ability to consult  
with advisors from academia and other sectors to inform their  
recommendations;  
A representative from organized labor leadership and a  
representative from the nonprofit service provider leadership shall  
serve as co-chairs for the duration of the Measure A Labor Council;  
Nonprofit service providers with a documented history of wage theft  
or other labor law violations shall be prohibited from serving on the  
Measure A Labor Council;  
In the event of a vacancy, the Measure A Labor Council shall  
recommend by majority vote a replacement for Board approval; and  
The Measure A Labor Council's initial recommendations to the Board  
shall be submitted on or before June 30, 2026, and the Measure A  
Council shall strive for consensus in all decisions and note  
recommendations when a consensus has not been reached;  
Provide staffing and support for the Measure A Labor Council including, but  
not limited to:  
A proposed scope of work including, but not limited to, the  
consideration of recruitment and retention strategies for the homeless  
services and prevention sector related to pay, benefits, working  
conditions, career advancement and skills development, health and  
safety issues, security in the workplace, collective representation,  
and partnership models, such as labor-management cooperation  
committees or high road training partnerships;  
Coordination of the Measure A Labor Council member application,  
screening and selection process;  
Meeting agendas, scheduling, public noticing and other meeting  
support and administration; and  
Coordination and consultation with the Los Angeles Homeless  
Services Authority and all relevant County Departments, as needed;  
Report back to the Board in writing within 60 days from June 30, 2025, on  
the establishment of the Measure A Labor Council; and  
Instruct the Executive Director of the Homeless Initiative, Chief Executive  
Office, in coordination with the new homelessness Department, to present  
to and solicit feedback from the Labor Council on the proposed Fiscal Year  
2026-27 Homelessness Budget, prior to adoption by the Board. (25-3011)

Los Angeles County’s Application for the State Proposition 47 Cohort  
5 Grant Program  
Recommendation as submitted by Supervisor Hahn: Instruct the Director of  
Justice, Care and Opportunities to submit the County application for Cohort  
5 of the Proposition 47 Request for Proposals that continues to focus on the  
priority areas identified in the Prop 47 Town Hall meetings and incorporates  
stakeholder feedback gathered through ongoing Joint Local Advisory  
Committee meetings; in the event that the County is awarded Prop 47 funds  
by the Board of State and Community Corrections (BSCC), authorize the  
Director of Justice, Care, and Opportunities to accept the grant and manage  
implementation of the Program, sign and execute the BSCC grant award  
agreement and all other necessary documents to accept the award,  
effective upon execution, and execute any future amendments to the grant  
award agreement and all other related documents; and instruct the Director  
to take the following actions:  
Retain and execute a new agreement with a consultant to perform  
data collection and evaluation services during the term of the Prop 47  
Program grant, and amendments to the agreement, at an amount not  
to exceed 10% of the total grant award from BSCC; and  
Execute new agreements and amendments to existing agreements  
with community-based organizations that are necessary to implement  
the County Prop 47 Program. (25-2962)

Creating a Closed-Circuit Television Policy Within the Probation  
Department  
Recommendation as submitted by Supervisor Hahn: Instruct the Chief  
Probation Officer to report back to the Board in writing in 60 days with a  
plan to develop a Closed-Circuit Television (CCTV) Review Protocol that  
includes consideration of best practices from other jurisdictions related to  
CCTV policies and procedures in juvenile facilities, the use of internal  
random audits of CCTV footage to ensure accurate documentation of any  
incident, like uses of force, and a protocol for reviewing CCTV footage after  
an injury is sustained by a youth, service provider, or staff member to  
ensure protocols were properly followed and the incident was documented  
appropriately; and a plan and timeline to implement the protocol and train

Enhancing Measles Vaccinations and Prevention Throughout the  
County  
Recommendation as submitted by Supervisor Solis: Instruct the Director of  
Health Services, in collaboration with the Director of Public Health, to report  
back to the Board in writing in 60 days with a plan to continue to promote  
measles vaccination and enhance the consistent tracking of measles  
vaccination coverage among its empaneled patients by demographics,  
geography, and time, in addition to other recommended vaccines, including  
those in the Quality Improvement Program, and ensure that all historical  
and current measles immunization events among its empaneled patients, in  
addition to other Quality Improvement Program recommended vaccines,  
are reported to the California Immunization Registry (CAIR), develop a  
system-wide report of adult measles vaccination status among its  
empaneled patients, and serve as a hospital referral site for administering  
intramuscular immune globulin (IMIG) post-exposure prophylaxis (PEP) to  
susceptible uninsured residents and/or residents who do not have a  
medical provider to administer IMIG PEP within the six-day guideline period  
following exposure to a measles case; and instruct the Director of Public  
Health, in partnership with the Superintendent of Schools of the Los  
Angeles County Office of Education, and the Directors of Health Services  
and Mental Health, to report back to the Board in writing in 30 days on  
existing efforts and/or plans for the following:  
Engaging with daycares and schools to promote back-to-school  
vaccination efforts throughout the County and vaccine utilization  
among children and parents; educating and building relationships  
with promotoras, community health workers, and other trusted  
community stakeholders in under-vaccinated communities on  
measles, including the importance of vaccines, and detecting and  
preventing its spread;  
Working with health plans and providers to enroll in CAIR and  
consistently report all measles vaccination administrations to CAIR, in  
addition to other recommended vaccines;  
Working with health plans and providers to develop  
recommendations on additional vaccines that should be more  
consistently tracked among County residents; and  
Sharing and disseminating existing social media graphics and copy  
available in multiple language with partners, including County  
Departments, community-based organizations, and other trusted  
entities that share public service announcements. (25-3010)

Advocating for Using the AIDS Drug Assistance Program Rebate Fund  
to Sustain County HIV Programs  
Recommendation as submitted by Supervisors Solis and Horvath: Direct  
the Chief Executive Officer, through the Legislative Affairs and  
Intergovernmental Relations Branch, in partnership with the Director of  
Public Health, to send a five-signature letter to Governor Gavin Newsom  
and the Director of the California Department of Finance, with a copy to the  
Senate Pro Tempore, the Assembly Speaker, Chairs of the Senate and  
Assembly Committees on Budget and Health, and the Los Angeles County  
Legislative Delegation, to incorporate funding from the California AIDS Drug  
Assistance Program Rebate Fund in the State budget to sustain vital HIV  
prevention programs; and direct the Chief Executive Officer, in collaboration  
with the Director of Public Health and the Center for Strategic Partnerships,  
to explore partnerships with philanthropy to preserve HIV prevention efforts.

Understanding the Department of Health Services’ Nonrenewal of  
Specialty Care Physician Contracts  
Recommendation as submitted by Supervisor Mitchell: Instruct the Director  
of Health Services, in consultation with County Counsel, to provide a verbal  
report back at the Board Meeting of June 17, 2025, on its termination of 46  
specialty care physician contracts in 2025 and its efforts to avoid any  
impact on services, including the following:  
The rationale for the nonrenewal of the specialty care physician  
contracts, including any reductions and/or relocation of service  
delivery;  
A description of the types of services proposed to be or already  
reduced, eliminated, relocated or otherwise impacted;  
The extent to which the Department of Health Services (DHS) plans  
to fill any physician service vacancies and associated timelines;  
Status of hires for any contract that will be replaced by a County  
employee, if applicable, and steps taken to ensure no reductions of  
service or interruptions in care will result before the new employee’s  
start date;  
If the service is being permanently terminated, reduced or relocated,  
the volume of care that had been delivered by the terminated  
provider in the previous year at the existing site and steps taken to  
ensure patients will still have timely and uninterrupted access to  
geographically accessible and adequate care;  
Any other significant changes in medical services, directly operated  
or contracted, that DHS has made over the last six months; and  
Steps DHS plans to take to ensure the Board and public are kept  
informed about significant changes to its health care delivery system

with no additional cost to the County; and instruct the Chair to sign the

Recommendation: Authorize the Director of Consumer and Business Affairs  
to execute, extend and, if necessary, terminate for convenience a contract  
with Neighborhood Legal Services of Los Angeles County for the provision  
of self-help legal access center services, for a term of one year, effective  
July 1, 2025 through June 30, 2026, with four one-year extension options,  
with an annual amount of $2,756,000, and an anticipated aggregate  
maximum contract amount of $13,780,000 for the possible five-year term,  
the annual contract amount is fully funded through one-time Additional Fund  
Balance funding, which is included in the Department of Consumer and  
Business Affairs’ Fiscal Year 2025-26 operating budget, and funding for  
future fiscal years will be requested via the annual budget process; and  
execute amendments throughout the term of the contract, contingent upon  
performance and funding availability as follows: to increase or decrease the  
maximum contract amount including, but not limited to, baseline funds,  
one-time only funds, and/or supplemental monies, up to 20% of the  
maximum contract amount, in response to the availability of funding and/or  
based on performance measures, provided that the total allocation does not  
exceed available funding, increase the maximum contract amount by more  
than 20% of the maximum contract amount, provided that the total  
allocation does not exceed available funding and the Director notifies the  
Board, modify or incorporate applicable State, and/or local terms and  
conditions, modify performance goals consistent with funding allocation  
modifications, and update the statement of work as operationally

January 2025 Windstorm and Critical Fire Events Bi-Weekly  
Emergency Contracts Report  
Recommendation: Review the emergency actions ordered and taken by the  
Director of Internal Services, under delegated authority by the Board, acting  
as both the County and the Governing Body of various Districts, under  
Board Order No. 13-C of January 28, 2025, to respond to and recover from  
the January 2025 Windstorm and Critical Fire Events, including the  
Palisades Fire, Eaton Fire, Hurst Fire, Kenneth Fire, and multiple other fires  
(LA County Fires) (1, 3 and 5) and actions enumerated in the  
aforementioned authorities (Actions), without giving notice for bids to let  
contracts, and determine that there is a need to continue the emergency  
Actions; find that there is substantial evidence that the January 2025  
Windstorm and Critical Fire Events continue to constitute an emergency  
pursuant to Public Contract Code Section 22050, which requires that  
immediate action be taken to clean and reconstruct public property,  
buildings, facilities, and infrastructure because the emergency does not  
permit the delay resulting from a formal competitive solicitation of bids  
and/or proposals to procure construction, materials, equipment and  
services for projects and initiatives necessary to respond to and recover  
from the LA County Fires; and find that authority should, therefore, continue  
to be delegated to the Director of Internal Services to amend or extend and  
supplement existing as-needed or on-call contracts without giving notice for  
bids to let contracts related to facilities and related support services, and to  
award new contracts for response to and recovery from the LA County  
Fires, and such contracts should be issued because they are necessary to

Elderly Nutrition Program Services Subawards  
Recommendation: Approve and authorize the Director of Aging and  
Disabilities to award and execute Elderly Nutrition Program (ENP)  
subawards with the seven subrecipients, for the following nine service  
areas: East Gateway Cities Region, Mid Gateway Cities Region, San  
Gabriel Valley Region, San Fernando Valley Region, Santa Clarita Valley  
Region, South Bay Region, West Gateway Cities Region (including Central  
Los Angeles Region), Westside Cities Region, and Antelope Valley Region,  
effective July 1, 2025 through June 30, 2026, with up to three annual  
renewal options, for a maximum total term of four years, for a combined  
estimated annual amount of $21,602,700, with funding included in the  
Department of Aging and Disabilities Fiscal Year 2025-26 Final Adopted  
Budget, and with allocations to the subrecipients subject to the availability  
of funding and contingent upon each subrecipient’s performance in meeting  
the goals of ENP, as well as subrecipient’s adherence to its subaward  
terms; and authorize the Director to take the following actions: (Department  
of Aging and Disabilities) APPROVE  
Execute amendments with subrecipients which serve the best  
interests of the County during the subaward term to add new,  
relevant, or updated Federal, State, County subaward and/or other  
terms and conditions, and increase or decrease the subaward  
amounts including, but not limited to, baseline funds, one-time-only  
funds, and/or supplemental monies, which may exceed 10% of the  
maximum subaward amount, in response to the availability of funding  
and/or based on subrecipient’s performance provided that the total  
allocation does not exceed available funding; and  
Terminate subawards with subrecipient upon their request, and those  
that have closed or are in default of their subaward requirement, for  
subrecipient default, or for the convenience of the County, if

Training and Staff Development, and Master of Social Work Internship  
Program Services Sole Source Contract  
Recommendation: Authorize the Director of Children and Family Services to  
execute a sole source contract with the Regents of the University of  
California, Los Angeles (UCLA) for the provision of training and staff  
development, and a Master of Social Work (MSW) Internship Program  
services, effective July 1, 2025, or date of execution, through June 30,  
2026, with up to four one-year extension options through June 30, 2030, for  
a maximum contract amount (MCA) of $77,118,885, financed using 75%  
Federal funds and 25% 2011 State Realignment/Net County Cost, with  
sufficient funding to be included in the Fiscal Year 2025-26 Recommended  
Budget; and authorize the Director to take the following actions:  
(Department of Children and Family Services) APPROVE  
Execute amendments to increase or decrease the MCA up to 10%, if  
such an amendment is necessary to meet changes in service  
demands, and the necessary funding is available in the budget;  
Execute amendments to the contract to make changes to the scope  
of work or the terms and conditions to meet program needs;  
Terminate the training and staff development contract with UCLA for  
contractor default, if necessary;  
Exercise the extension options, with an additional six months beyond  
June 30, 2030, by written notice or amendment, if such additional  
time is necessary to complete the negotiation or solicitation of a new  
contract, provided that a Cost of Living Adjustment is not included,  
and sufficient funding is available; and  
Execute Title IV-E stipend agreements with individual student  
trainees enrolled in MSW degree programs, the cost of the education  
stipends is included in the training and staff development contract  
with UCLA, the Title IV-E stipend agreements allow the student  
trainees to receive the education stipend on the condition that they  
agree to work for the Department of Children and Family Services for  
a two-year period upon earning their degree. (25-2959)

Counsel to prepare an amendment to the existing Pet-Friendly Housing  
ordinance located in County Code, Title 8 - Consumer Protection, Business  
and Wage Regulations, Chapter 8.70 relating to Division 3 - Housing, within  
120 days, in consultation with the Executive Director of the Los Angeles  
County Development Authority, the Directors of Animal Care and Control  
and Consumer and Business Affairs, and the Executive Director of the  
Homeless Initiative, Chief Executive Office, that will prohibit monthly pet  
rent, excluding any monthly fees arranged to pay a security deposit in full  
and provide any clarifying edits to Chapter 8.70; and instruct the Executive  
Director of the Los Angeles County Development Authority to revise the  
guidelines to reflect the elimination of pet weight and size restrictions,
