Hearing on ordinance for adoption granting an electrical transmission franchise  
to Hecate Grid Humidor Storage 1 LLC, a Delaware limited liability company  
(Franchisee), to conduct and transmit electricity for a period of 35 years,  
beginning on November 28, 2024, and expiring on November 27, 2059, the  
base annual fee payable to the County by Franchisee will be determined  
according to a formula contained in Section 2 of the ordinance, and with the
