The permit is to authorize the development, operation and maintenance  
of a new ground-mounted utility-scale photovoltaic solar energy facility,  
including an accessory battery energy storage system and appurtenant  
facilities and equipment in the Heavy Agricultural - Two Acres Minimum  
Required Lot Area (A-2-2) Zone, located at 49560 230th Street West,  
Lancaster (5) within the Antelope Valley West Zoned District, applied  
for by RPCA Solar 12, LLC. An MND was adopted to reduce impacts to  
air quality, biological resources, cultural resources, and tribal cultural  
resources to less than significant with mitigation measures pursuant to  
California Environmental Quality Act requirements. (Appeal from the
