SUPPLEMENTAL AGENDA
Puente Hills Landfill Park Project - Delegate Authority to Execute
Lease Agreement and Return of SD1 Funds from the Completed
Hilda L. Solis Community Park Project
11-A.
Recommendation as submitted by Supervisor Solis: Suspend Section
22.1 of the Rules of the Board for the limited purpose of considering
this motion. Determine that the recommended actions set forth herein
are within the scope of the impacts analyzed in an Environmental
Impact Report for the Puente Hills Landfill Park Master Plan and
Addendum No. 1 previously certified by the Board and that there are
no changes to the Project or to the circumstances under which the
Project is undertaken that require further review under the California
Environmental Quality Act (CEQA). Furthermore, find that the
recommended action is not subject to CEQA. Authorize the Chief
Executive Officer and the Director of Parks and Recreation to execute
the Ground Lease agreement with the Los Angeles County Sanitation
Districts related to the Puente Hills Landfill Park Project (Project) which
is attached as Exhibit 1, subject to potential revisions to certain
provisions in Article 18 related to the National Park Service (NPS) grant
for the Project which are currently being finalized by NPS and the
Department of Parks and Recreation, including the addition of two legal
description exhibits pertaining to the NPS grant to be attached to the
Ground Lease agreement. Authorize the Director of Parks and
Recreation to accept a NPS grant in the amount of $15,000,000 for the
Project and authorize the Director to negotiate and execute the
necessary documents to accept the NPS grant. Approve an
appropriation adjustment to reflect the transfer of $1,466,000 residual
Community Program Funds from the substantially completed MacLaren
Community Park, Capital Project No. 69953, to return Community
Program Funds to the First Supervisorial District. (26-6559)
Executing a Contract and/or Amendment for Los Angeles County
Sheriff's Department Fleet Management and Maintenance Services
11-B.
Recommendation as submitted by Supervisor Barger: Suspend Section
22.1 of the Rules of the Board for the limited purpose of considering
this motion. Delegate contracting and purchasing authority to the
Sheriff to enter into and execute one or more new fleet management
and maintenance contracts and enter into and execute amendments to
new or existing fleet management and maintenance agreements, as well
as any purchase orders, for continued fleet management and
maintenance services of Sheriff Department's fleet until a successor
contract is negotiated and adopted or a longer term solution is
implemented. Any new contract or amendment to an existing contract,
including what terms and conditions that are legally required to be
included to meet, local, State, and Federal law and grant requirements,
shall be for a temporary period of time not to exceed nine months, shall
not exceed 2026-2027 fiscal year budgeted allocations already
approved for LASD or as approved by the Chief Executive Officer. In
addition to the above, under this temporary delegated authority, the
Sheriff shall be authorized to execute as-needed purchase orders
internally and through any other involved and facilitating County
Departments.
Request the Sheriff to work in concert with the Chief Executive Officer
to provide status reports to the Board as to all related expenditures,
contingency plans, and a long-term solution every four months until this
matter has been fully resolved. (26-6581)
