Recommendation as submitted by Supervisors Mitchell and Horvath: Adopt the  
Los Angeles County Community Forest Management Plan (CFMP); instruct the  
Chief Sustainability Officer and relevant Department Heads to integrate the  
CFMP’s targets and goals into their work plans; instruct the Director of Public  
Works to report back to the Board in writing in 60 days with an analysis of the  
cost, potential funding opportunities and options to implement the extended  
watering for the first three years after tree planting, referred to as “the  
establishment period,” and the enhanced street tree planting policies in high  
canopy need unincorporated communities that include community feedback  
from the Climate Ready Communities initiative and accelerate tree canopy  
equity; and take the following actions:  
Instruct the Chief Sustainability Officer, in collaboration with the  
Directors of Public Works, Parks and Recreation and other relevant  
Department Heads to seek funding for, and implement pilot depaving  
projects on County property, including the right-of-way, in high canopy  
need communities, and consider opportunities to integrate trees into  
conceptual project designs associated with Vision Zero and other  
community improvement initiatives;  
Instruct the Chief Sustainability Officer to partner with relevant  
Department Heads, utilities, and external community partners, to seek  
funding for and implement an equity-based residential tree planting  
program for unincorporated communities using a community stewardship  
approach;  
Instruct the Director of Parks and Recreation to identify opportunities to  
increase tree canopy in existing County Parks located in communities  
with high canopy need;  
Instruct the Director of Economic Opportunity to work with regional  
partners, such as cities, Metropolitan Transportation Authority, Caltrans,  
and Southern California Edison, to inform their Inflation Reduction  
Act-funded work to develop workforce development opportunities for tree  
planting and maintenance projects Countywide, especially in  
communities most lacking in tree coverage;  
Instruct the Directors of Internal Services and Economic Opportunity, in  
collaboration with the Chief Sustainability Officer, the Directors of Public  
Works, Parks and Recreation and Beaches and Harbors, the County  
Librarian, and other relevant Department Heads, to perform a baseline  
analysis of the number of active County contracts and purchase orders  
related to the procurement of trees and plants, including the total number  
of trees sourced locally within the County, and current tree and native  
plant nurseries within the County, including how many of those are  
County vendors and receiving contracts or purchase orders, and based  
on this analysis, work with Departments to identify and evaluate potential  
changes in County procurement, contracting, and other policies, and  
procedures and strategies that may be necessary to better support tree  
and native plant nurseries within the County and increase the local  
supply of high quality, native, and climate resilient trees and plants;  
Instruct the Chief Sustainability Officer to report back to the Board  
annually regarding progress towards equitable implementation of the  
CFMP goals and actions; and  
Direct the Chief Executive Officer, through the Legislative Affairs and  
Intergovernmental Relations Branch, to support local, State, and Federal  
legislation, funding measures, grant opportunities, and other initiatives  
that provide resources needed for the implementation of the CFMP.

Recommendation as submitted by Supervisor Mitchell: Acting as the Governing  
Body of the County Flood Control District (District), find that the Minimum  
Performance Criteria (MPC) for the Ballona Creek Trash Interceptor  
(Interceptor) Pilot Project (Project) has been met; establish and approve the  
Project, and instruct the Director of Public Works to implement the Project;  
authorize the Chief Engineer of the District to execute a bill of sale on behalf of  
the District, memorializing the transfer of ownership of the Interceptor from The  
Ocean Cleanup (TOC) to the District, negotiate and enter into an agreement  
with TOC, establishing roles and responsibilities of each party for collaboration  
related to the implementation of the Project, and amend the agreement to adjust  
the parties' roles and responsibilities, as the Chief Engineer determines would  
be beneficial to the District's operation of the Project; and find that approval of  
the Project and other actions herein, including a determination related to MPC  
for the Project, and delegation of authority to the Chief Engineer of the Los  
Angeles County Flood Control District to negotiate and enter into the proposed  
agreement with TOC, are exempt from California Environmental Quality Act.

Devin Questel and 27-year-old Nakeysha Eddings, who were fatally shot and  
found on Inglewood Avenue between West Hillsdale Street and Centinela  
Avenue, while walking to a nearby family residence, on Monday, August 27,

Avenue in the City of Compton on December 30, 2018, at approximately 1:37

Recommendation as submitted by Supervisors Hahn and Horvath: Instruct the  
Director of Mental Health to establish and implement a comprehensive and  
updated training plan for all ACCESS call center operators that reflects the new  
alternative crisis response procedures, processes, screening, and resources  
including, but not limited to, reference documents that depict the crisis  
response processes and expectations that can be easily accessed and  
referenced after the training is completed; establish processes to connect  
callers to alternative services if their requests for a Field Intervention Team does  
not meet the associated screening criteria, where these services should be  
alternatives to law enforcement, and include things like warm handoffs and  
referrals to the Department of Mental Health’s Homeless Outreach Mobile  
Engagement teams and various teams run by partner cities, (i.e., City of Los  
Angeles’ Unarmed Mobile Crisis Response Team and Crisis and Incident  
Response through Community-Led Engagement programs); and report back to  
the Board in writing in 60 days with progress and updates on implementation of

Los Angeles County; and take the following actions:  
Direct the Chief Executive Officer to work with the County Librarian and  
the Director of Arts and Culture, to uplift and encourage attendance to  
ONE Institute’s LGBTQ+ History Festival, CIRCA, happening during the  
month of October/LGBTQ+ History Month; and  
Direct the Chief Executive Officer, through the Countywide  
Communications Office, along with all County Department Heads, and  
request that the Sheriff, District Attorney, Assessor, and Superintendent  
of Schools of the Los Angeles County Office of Education, to work with  
the County Librarian and the Director of Arts and Culture, in promoting  
and sponsoring their LGBTQ+ History Month related events, programs,  
and resources, including on respective websites and social media

October 15, 2024, as “L.A. Found Day” throughout Los Angeles County, in  
recognition of the program’s significant contributions, this proclamation  
reinforces the County’s commitment to compassionate care and support for  
individuals and families affected by conditions, such as Alzheimer’s, other  
dementias, autism, and cognitive impairments, ensuring that all residents  
receive the assistance they need in critical times, thereby enhancing their  
quality of life and overall safety and well-being; and take the following actions:  
Instruct the Director of Personnel to require all County employees, by  
June 2025, to complete training entitled, “L.A. Found: Assisting Critical  
Missing Persons,” which is available on the County’s Learning Net, and  
instruct Department Heads to report back to the Director of Personnel  
within 60 days on any barriers that might exist to rolling out the training  
Department-wide to current employees; and  
Instruct the Director of Aging and Disabilities to continue conducting  
community outreach events and educational webinars about L.A. Found,  
in addition to providing outreach material to the community and residents;  
and conduct a webinar available to all regarding L.A. Found, which could  
be posted on their Departmental website and also on social media  
accounts, including Facebook, X (formerly Twitter), and Instagram,  
which is focused on L.A. Found and services provided by the Aging and

an apartment building in the 6600 block of Rose Avenue in Long Beach on

recognize partnerships with Faith Leaders and celebrate their contributions to  
improve the health and well-being of vulnerable youth, adults, and families in  
need of support; and encourage relevant County Departments to strengthen  
existing faith-based initiatives, as well as streamline and enhance

Combatting Illegal Dumping and Unregulated Mulching  
16.  
Revised recommendation as submitted by Supervisor Barger: Instruct County  
Counsel, in coordination with the Fire Chief, and the Directors of Public Health,  
Public Works, and Regional Planning, to develop local ordinances to regulate  
land application of mulch and other compostable material to include local  
permitting requirements including, but not limited to, the following:  
Requirements for appropriate zoning, maximum duration of storage prior  
to land application, maximum height of storage piles, frequency and  
depth of application, and specific requirements for heavy metal  
concentration, physical contamination (non-organic material), and  
pathogen density;  
Requirements of property owners to include, in their agreement with  
mulch suppliers, a provision that would require the supplier to be  
responsible for taking back any load that does not meet the land  
application requirements, such as physical contamination, heavy metal  
concentration, and pathogen density;  
Requirements for property owners or mulch applicators to maintain a Fire  
Plan that would include measures to prevent spontaneous combustion,  
such as routine temperature checks of stockpiled mulch and minimum  
spacing requirements between mulch stockpiles;  
Amendments to the County Code, Title 32 - Fire Code, to do the  
following:  
Increase fines in the Code to provide greater flexibility in  
enforcement of illegal dumping violations and to recover cleanup  
costs related to illegal dumping and illegal land application  
activities;  
Develop a "Contaminated Mulch Ordinance" to prohibit any  
construction and debris or any other non-organic material to be  
mixed with mulch and deposited on land; and  
Expand the existing Fire Code Section 326.15 (Illegal Dumping in  
Hazardous Wildfire Areas) to include new subsections as follows:  
Section 326.15.1 (Mulch Permit) to require a permit for mulch  
piles greater than 12 inches in height, including fire prevention  
requirements and stipulations for fire suppression cost  
responsibilities; and Section 326.15.2 (Unpermitted Mulch Fires)  
to hold property owners financially responsible for fire suppression  
costs if a fire occurs on a parcel without a mulch permit, with pile  
depths greater than 12 inches;  
Request the Sheriff to report back to the Board in writing in 21 days with a  
proposed procurement and deployment plan for technological solutions  
including, but not limited to, mobile cameras and license plate readers, to  
concentrate enforcement resources on known hot spots for illegal dumping and  
improper land application of mulch and other organic waste, including cost  
estimates, schedules, and other pertinent information; and  
Instruct the Director of Director of Public Works, in coordination with the  
Director of Regional Planning, to report back to the Board in writing in 21 days  
with strategies to employ technological solutions for the enforcement of illegal  
dumping including, but not limited to, the use of aerial mapping to identify  
potential sites of illegal dumping in remote and rural communities, as well as the  
use of Unmanned Aerial Vehicles, including cost estimates, schedules, and  
other pertinent information. (24-4371)

Bridge Fire Disaster Recovery  
17.  
Recommendation as submitted by Supervisor Barger: Instruct the Director of  
the Office of Emergency Management to activate the Recovery Section of the  
County Emergency Operations Center, establish the following recovery task  
forces - Economic Recovery, Watershed Hazard Assessment, Health and  
Social Services, Debris Removal and Rebuild, and Natural and Cultural  
Resources, and coordinate with County Department Heads to take all  
necessary actions to effectuate the recovery phase for the impacted  
communities; find that the actions, projects, and repairs needed to respond to  
this emergency, as described, are exempt from the California Environmental  
Quality Act (CEQA); and instruct County Department Heads to take the  
following actions, and any other specific actions necessary to recovery, within  
the umbrella of the Recovery Section:  
Instruct the Directors of Public Health, Public Works, and the Office of  
Emergency Management, and the Fire Chief, to conduct an evaluation of  
the ability to expedite the safe removal of fire debris, including Household  
Hazardous Waste;  
Instruct the Directors of Public Health, Mental Health, and Public Social  
Services to conduct a needs assessment and evaluate the  
implementation of public health, mental health, and eligible social service  
resources to mitigate the negative effects experienced by those affected  
by the Bridge Fire;  
Instruct the Executive Director of Los Angeles County Development  
Authority, the Directors of Consumer and Business Affairs and Aging  
and Disabilities, to conduct an assessment on the ability to provide  
eligible housing and community-based services to mitigate the loss  
experienced by those impacted by the Bridge Fire;  
Instruct the Registrar-Recorder/County Clerk to suspend all fees for  
copies of real property records recorded with the Registrar-Recorder/  
County Clerk for any individuals who lost such records as a result of the  
Bridge Fire, and direct the Chief Executive Officer to reimburse the  
Registrar-Recorder/County Clerk for said suspension of fees;  
Request the Assessor and instruct the Treasurer and Tax Collector, to  
inform affected property owners of the importance of filing a Misfortune  
and Calamity Claim, including the impact to the deferral of the first  
installment of property taxes due December 10, 2024;  
Instruct the Treasurer and Tax Collector to ensure that payment is  
deferred without penalty or interest for those affected by the Bridge Fire  
until the Assessor reassess property in accordance with State law;  
Request the Assessor to report back to the Board in writing in 90 days on  
the number of affected property owners who filed Misfortune and  
Calamity Claims, as well as the number of affected property owners that  
requested a cancellation of late payment penalties from the Treasurer  
and Tax Collector;  
Instruct the Director of Consumer and Business Affairs to conduct  
outreach to residents impacted by the disaster and provide information  
regarding price gouging and consumer best practices, and tenant  
protections;  
Instruct the Director of Regional Planning to identify solid waste disposal  
facilities with active conditional use permits that allow for an expansion in  
operations, including modifications to permits and restrictions, which will  
allow for increased capacity and hours of operation, and authorize such  
expansions, to the extent allowed by CEQA, in the County, to ensure that  
recovery efforts are not constrained by existing pressures on solid waste  
disposal, recovery, and rebuilding efforts in the County; and  
Direct the Chief Executive Officer, in conjunction with the Directors of  
Public Works and Regional Planning, and the Fire Chief, to build online  
resources, specific to the impacted communities, that provide  
step-by-step instructions on the recovery and rebuilding process;  
Find that public interest and necessity demand immediate action to respond to  
the emergency conditions created by the Bridge Fire (Fire) including the repair  
and restoration of roads, bridges, roadway drainage, flood control facilities and  
other public infrastructure impacted by the Fire, the removal of sediment from  
debris basins, debris dams, and major dams, including Morris, San Gabriel,  
San Dimas, and any additional dams, which may be impacted by the fires, the  
construction of rail and timber structures, and other temporary and permanent  
debris mitigation measures and structures, and any other directly related and  
immediate action required to address those conditions for the public health and  
safety, as determined by the Director of Public Works, and that the emergency  
conditions will not permit the delay that would result if such actions were  
performed pursuant to a contract procured through a competitive solicitation for  
bids;  
Authorize and instruct the Director of Public Works, on behalf of the County,  
and acting as the Road Commissioner, the Chief Engineer of the County Flood  
Control District, and County Engineer, to carry out the following emergency  
activities:  
Coordinate with the National Forest Service, San Bernardino County,  
and any other property owner, as needed, to restore and modify  
damaged infrastructure, including the construction of temporary and  
permanent debris mitigation measures, required as a result of the fire;  
Trim or remove fire-damaged trees adjacent to any County roads,  
bridges, flood control facilities and water supply facilities within the fire  
area, if any of the trees are within Significant Ecological Areas, work  
with the Director of Regional Planning to secure permits or exemptions, if  
applicable, for said work, with particular emphasis on addressing  
impacted Joshua Trees and Oak Trees;  
Restore and/or repair roads, bridges, roadway drainage, flood control  
facilities and other public infrastructure impacted by the Fire, remove  
sediment from debris basins, debris dams, and major dams, including  
Morris, San Gabriel, San Dimas and any additional dams which may be  
impacted by the Fire, construct rail and timber structures and other  
temporary and permanent debris mitigation measures and structures,  
and take any other directly related and immediate action required to  
address the conditions created by the fires for the public’s health and  
safety as determined by the Director of Public Works;  
Conduct outreach to impacted residents and provide engineering advice  
on mitigation of impacts from potential debris flows;  
Analyze and map debris flow hazards, and develop strategies and action  
plans for potential mudflow events, including maintenance and road  
closure plans;  
Acquire necessary rights-of-way and permits, and enter into agreements  
including, but not limited to, cooperative agreements with the United  
States Forest Service, as necessary to carry out the emergency actions  
in this motion;  
Submit grant applications and conduct any necessary actions, including  
negotiating and executing grant agreements and signing requests for  
reimbursements to the Natural Resources Conservation Service, the  
Federal Emergency Management Agency, the California Department of  
Transportation, the Federal Highway Administration, and the California  
Office of Emergency Services in order to secure Federal and State  
funds for emergency infrastructure repairs and rehabilitation, and debris  
flow protection measures, as necessary;  
Fully utilize existing resources, and apply increased resources as  
necessary, to assist property owners in the same removal of Household  
Hazardous Waste and the reconstruction of structures damaged or  
destroyed by the Fire, and assistance by the Departments of Regional  
Planning, Public Health, Fire, and Public Works shall include streamlined  
coordination, plan review, and permit issuance for project compliance  
with the County's building codes and all building requirements, with  
assistance to also include enhanced community outreach to affected  
property owners through local information workshops and one-on-one  
consultation;  
Amend, supplement, and extend for up to two years, existing professional  
and support service contracts, such as geotechnical, design, inspection,  
environmental and survey, by up to an additional $5,000,000 each, not to  
exceed a maximum additional aggregate amount of $50,000,000 to  
support the Department of Public Works' emergency recovery activities,  
and up to an additional $5,000,000 each, with a not-to-exceed maximum  
additional aggregate amount of $25,000,000 for other existing support  
service contracts, such as field security, debris removal and disposal,  
haul-truck services, and operated heavy equipment contracts, to support  
emergency repairs to County facilities and construction of temporary  
and permanent debris mitigation measures required as a result of the  
Bridge Fire;  
Amend and supplement the existing road emergency repair contracts by  
up to an additional aggregate amount of $5,000,000 to support  
emergency repairs to County facilities and construction of temporary  
and permanent debris mitigation measures required as a result of the  
Bridge Fire;  
Perform any of the actions described in this motion by force account,  
and negotiate and amend existing emergency and other  
as-needed/on-call contracts, in an amount not to exceed an aggregate  
total of $30,000,000, for the necessary equipment, services, and  
supplies in order to carry out any of the actions by the Department of  
Public Works described in this motion; and  
Work with Southern California Edison to expedite and establish a  
streamlined permitting process to install temporary power solutions and  
associated infrastructure within the public rights-of-way and on County  
properties;  
Authorize the Director of Public Works to perform force account work,  
negotiate and amend existing emergency and as-needed contracts on behalf of  
the County, in an amount not to exceed an aggregate total of $30,000,000 for  
the necessary equipment, services, and supplies in order to repair road

Instruct the Director of Public Works to report back to the Board in writing on a  
regular basis, as required by Section 22050 of the Public Contract Code on
