Hearing on ordinances for adoption amending County Codes, Title 26 - Building
Code, Title 27 - Electrical Code, Title 28 - Plumbing Code, Title 29 - Mechanical
Code, Title 30 - Residential Code, Title 31 - Green Building Standards Code,
and Title 33 - Existing Building Code (All Districts), collectively “Building
Codes,” to repeal those provisions of the Building Codes which incorporated by
reference portions of the 2022 Edition of the California Building Electrical,
Plumbing, Mechanical, Residential, Green Building Standards, and Existing
Building Codes, and replace them with provisions incorporating by reference
portions of the 2025 California Building Codes, as published by the California
Building Standards Commission, with certain changes and modifications, and to

Environmental Assessment No. RPPL2023001199, to authorize the construction
of four single-family residences on four adjacent parcels with a total area of
16.1 acres, as well as encroachments into the protected zones of 12 oak trees,
located at 24937 Mulholland Highway within the Santa Monica Mountains
Planning Area, applied for by Isaac Zachary. (Appeal from the Regional
