the Office of the County Counsel, after 36 years of County Service, as

Presentation of scrolls to tribal nations who generously provided mutual aid

during the Los Angeles County wildfires, in honor of “Native American Heritage

Month,” as arranged by Supervisor Barger.

Presentation of scroll to Los Angeles Trade-Technical College, celebrating its

centennial anniversary and, in recognition of providing students across the

region with critical skills-based education and training for 100 years, as

arranged by Supervisor Solis.

Presentation of scrolls to honor Dr. Ryan J. Smith and St. Joseph's Center, in

recognition of 50 years of service, as arranged by Supervisor Mitchell.

Presentation of scrolls, in honor of their service to the community to MEND

(Meet Each Need with Dignity), Food Forward, North Valley Caring Services,

Hearing on ordinances for adoption amending County Codes, Title 26 - Building

Code, Title 27 - Electrical Code, Title 28 - Plumbing Code, Title 29 - Mechanical

Code, Title 30 - Residential Code, Title 31 - Green Building Standards Code,

and Title 33 - Existing Building Code (All Districts), collectively “Building

Codes,” to repeal those provisions of the Building Codes which incorporated by

reference portions of the 2022 Edition of the California Building Electrical,

Plumbing, Mechanical, Residential, Green Building Standards, and Existing

Building Codes, and replace them with provisions incorporating by reference

portions of the 2025 California Building Codes, as published by the California

BOARD OF SUPERVISORS

Removing the Burden of County Permit Fees for Rebuilding After the 2025

Palisades Fire for Malibu Homeowners

Recommendation as submitted by Supervisor Horvath: Instruct the Fire Chief, in

coordination with the Acting Chief Executive Officer, Auditor-Controller, and

County Counsel, to take the following actions:

Immediately defer permit fees for homeowners who submit applications

for County permits for rebuilding single-family homes within the City of

Malibu impacted by the 2025 Palisades Fire, for those who meet the

following criteria:

Property was owned by the applicant prior to January 7, 2025.

Property was owner-occupied by the applicant prior to January 7,

2025.

Refund homeowners who meet the eligibility criteria in the

aforementioned directive who have paid permit fees to the County Fire

Department for eligible rebuilds. (25-6487)

Amendment

Revised ordinances for adoption amending County Code, Title 2 -

Administration by adding Chapter 2.120 creating the Department of Homeless

Services and Housing, and providing that when a Department Head position is

vacant, the duties of such position may be temporarily performed by the official

next in authority to the Department Head at the time the vacancy occurs, until

the position is filled in the manner provided by law; and County Code, Title 6 -

Salaries by adding a new departmental Chapter 6.128, Department of Homeless

Services and Housing; and adding certain employee classifications and number

of ordinance positions in the Department of Homeless Services and Housing.
