Recommendation as submitted by Supervisor Horvath: Find and
determine that an emergency exists within the meaning of Government
Code Section 54974, to fill the unscheduled vacancy immediately; and
accept SEIU Local 721’s nomination of Raymond Meza to the
Governance Reform Task Force and appoint him to serve as the Labor
Appointment representing SEIU Local 721 until a permanent
appointment is made. (26-5521)
Measure ER Allocation: Disbursing Funds Based on Population
Versus Core Public Health Services

Recommendation as submitted by Supervisors Hahn and Barger:
Suspend Section 22.1 of the Rules of the Board for the limited purpose
of considering this motion. Direct the Chief Executive Officer and the
Director of Public Health to revise the Measure ER spending plan
language, adopted by the Board on February 10, 2026, for Item 4j, the
1% allocation to the City of Pasadena Public Health Department and
the City of Long Beach Department of Health and Human Services by
changing the basis from “proportionately based on what each city
spent on core public health services over the past five fiscal years” to
per capita basis, reviewed and updated annually.
Authorize the Director of Public Health to enter into and/or amend
agreements with the City of Pasadena Public Health Department and
the City of Long Beach Department of Health and Human Services to
add Measure ER funds and to make subsequent Measure ER related
amendments, without adhering to the requirements of the County’s Sole
Source Policy or any other competitive procurement requirements and
terminate said agreements as necessary. (26-5508)
