Transitions (ALFT) Benefit to Vulnerable Residents in Los Angeles  
County  
Recommendation as submitted by Supervisor Hahn: Suspend Section  
22.1 of the Rules of the Board for the limited purpose of considering  
this motion. Instruct the Directors of Aging and Disabilities, Homeless  
Services and Housing, and the Chief Executive Officer to present at the  
October 20, 2026 Board meeting on the following, but not limited to:  
Impact of Health Net’s decision on County residents;  
Recommendations on how respective Departments will work  
together and independently to support impacted members in  
accessing services, resources, and alternative housing;  
Ways the County can help support providers of assisted living,  
including Residential Care Facilities for Elderly; and  
Advocacy opportunities for the Board to engage in to support

Analysis of the UL Research Institutes’ Southern California Fires  
Incident Analysis Report  
Recommendation as submitted by Supervisors Barger and Horvath:  
Direct County Counsel, in coordination with the Fire Chief, Director of  
the Office of Emergency Management, Chief Executive Office, Sheriff,  
and the Director of Public Works, to report back to the Board in writing  
within seven days with a summary analysis of UL Research Institutes’  
Fire Safety Research Institute report titled, “Southern California Fires  
Incident Analysis Report (FSRI).” The report should:  
Identify where the ULRI recommendations overlap with the  
McChrystal Group’s After-Action Reports (AAR 1 and AAR 2)  
and the Citygate Associates' investigation;  
Outline the recommendations unique to the UL Research  
Institutes’ FSRI report; and  
Identify any immediate or near-term actions that can be taken to  
address the UL Research Institutes’ FSRI report findings while  
longer-term recommendations are being implemented, without  
duplicating actions already identified in the McChrystal Group’s  
After-Action Reports (AAR 1 and AAR 2) and the Citygate
