Hearing on the Increase to the Existing Assessment Rate for Landscaping  
and Lighting Act District 2, Zone 55, Castaic North Bluff, for Fiscal Year  
2025-26

Hearing on the increase to the existing assessment rate for Landscaping and  
Lighting Act (LLA) District 2, Zone 55, Castaic North Bluff (5), for Fiscal Year  
2025-26 from $67 to $89.94 for non-brushed parcels and $331.36 for brushed  
parcels for single-family residences. Order the tabulation of ballots submitted  
and not withdrawn, in support of and in opposition to the proposed increase of  
the existing landscape maintenance assessment for LLA District 2, Zone 55,  
Castaic North Bluff. Determine whether a majority protest for the increase in the  
existing landscape maintenance assessment exists. If there is no majority  
protest, adopt a resolution ordering the increase of the assessment rate.

Commissioner/Weights and Measures’ and the Consolidated Fire Protection  
District’s hazardous vegetation abatement costs, in the total amount of  
$3,527,265.19, that are to be assessed to owners of designated parcels of land,  
and defensible space abatement costs in the total amount of $19,544,170, that  
are to be assessed to owners of improved parcels. Instruct the  
Auditor-Controller to post the hazardous vegetation and defensible space  
abatement costs as direct assessments against the respective parcels of land  
as they appear on the current property tax assessment roll. (Department of

Hearing on the annual levying and collection of assessments for all zones  
identified in the Fiscal Year (FY) 2025-26 Engineer's Report (1, 3 and 5) within  
County Landscaping and Lighting Act (CLLA) Districts 1, 2 and 4. Consider all  
verbal statements and all written comments made or filed, authorize revisions, if  
needed, in the Engineer’s Report including changes to the proposed  
improvements, diagrams or assessment rates. Adopt a resolution confirming the  
diagram and assessment in CLLA Districts 1, 2 and 4 and zones therein for FY  
2025-26, and approve the assessment rates, either as originally proposed or as  
revised by the Board and order the maintenance and operation work to be done  
for each CLLA District and zones therein. Adoption of the resolution shall  
constitute the levying of annual assessments in CLLA Districts 1, 2, and 4 and

Hearing on ordinance for adoption to grant a water pipeline franchise (1 and 4)  
to California Domestic Water Company, a California corporation (Franchisee),  
to collect, transport, and distribute water for a period of 15 years, beginning on  
July 12, 2025, and expiring on July 11, 2040. The base annual fee payable to  
the County by the Franchisee will be determined according to a formula  
contained in the ordinance. The Franchisee will also pay a granting fee of  
$10,000. NOTE: The Director of Public Works requests that this item be

Auditor-Controller. Adjusts cost recovery hourly rates for Emergency  
Operations and Site Mitigation costs for Fiscal Year 2025-26, developed in  
accordance with the annual adjustment provisions, as delineated in Sections  
12.56.070, 12.60.080, and approved by the Auditor-Controller. Find that the  
adjustment of the annual fees adopted for the purpose of meeting operational  
expenses and the levying of administrative penalties are exempt from the

Zoning, Section 22.124, and designate the Historic Highlands District as a  
County Landmark. Find that the Project is exempt from the California

Recommendation: Review the emergency actions ordered and taken by the  
Director of Internal Services, under delegated authority by the Board, acting as  
both the County and the Governing Body of various Districts, under Board  
Order No. 13-C of January 28, 2025, to respond to and recover from the  
January 2025 Windstorm and Critical Fire Events, including the Palisades Fire,  
Eaton Fire, Hurst Fire, Kenneth Fire, and multiple other fires (LA County Fires)  
(1, 3 and 5) and actions enumerated in the aforementioned authorities  
(Actions), without giving notice for bids to let contracts, and determine that there  
is a need to continue the emergency Actions. Find that there is substantial  
evidence that the January 2025 Windstorm and Critical Fire Events continue to  
constitute an emergency pursuant to Public Contract Code Section 22050,  
which requires that immediate action be taken to clean and reconstruct public  
property, buildings, facilities, and infrastructure because the emergency does  
not permit the delay resulting from a formal competitive solicitation of bids  
and/or proposals to procure construction, materials, equipment and services for  
projects and initiatives necessary to respond to and recover from the LA County  
Fires. Find that authority should, therefore, continue to be delegated to the  
Director of Internal Services to amend or extend and supplement existing  
as-needed or on-call contracts without giving notice for bids to let contracts  
related to facilities and related support services, and to award new contracts for  
response to and recovery from the LA County Fires, and such contracts should  
be issued because they are necessary to respond to the emergency. (Internal
