Revised recommendation as submitted by Supervisor Hahn: Instruct  
the Director of Mental Health to report back to the Board in writing in 30  
days with an overview and analysis of the first year of the Community  
Assistance, Recovery, and Empowerment (CARE) Court in the County  
… ; and in collaboration with the Mental Health/Behavioral Health  
Commission, gather stakeholder feedback on CARE Court including,  
but not be limited to, family members who have submitted petitions to  
CARE Court, first responders, city officials, homeless outreach  
providers, medical professionals, the Independent Defense Counsel  
Office, and Court officials; and report back to the Board in writing in 60  
days with a summary of the stakeholder feedback, an overview of  
implementation best practices from other counties, recommendations  
for improvement, and a plan to improve and enhance CARE Court in

Recommendation as submitted by Supervisor Horvath: Direct the Chief  
Executive Officer, through the Legislative Affairs and Intergovernmental  
Relations Branch, to take all appropriate legislative advocacy actions to  
support Assembly Bill 311 (McKinnor/Rivas), legislation which would  
allow a tenant and landlord to temporarily house a person, family,  
and/or pet displaced by a declared state of emergency without granting  
that person full tenancy status or amending the lease including, but not  
limited to, sending a five-signature letter in support of the bill to  
Assemblymember Tina McKinnor and Assembly Speaker Robert Rivas.

Recommendation as submitted by Supervisor Horvath: Direct the Chief  
Executive Officer, through the Legislative Affairs and Intergovernmental  
Relations Branch, to take all appropriate legislative advocacy actions to  
support Assembly Bill 299 (Gabriel/Rivas), legislation which would  
consider the continued occupancy of a guest of a motel, hotel, or  
short-term lodging, would not constitute a new tenancy, if the guest is  
living in the motel, hotel, or short-term lodging as a result of losing their  
residence in a wildfire in Los Angeles County including, but not limited  
to, sending a five-signature letter in support of the bill to  
Assemblymember Jesse Gabriel and Assembly Speaker Robert Rivas.

Temporarily Waiving General Relief Terminations for Residents in  
the Fire Impacted Areas

Recommendation as submitted by Supervisor Hahn: Instruct the  
Director of Public Social Services to temporarily waive terminations of  
General Relief (GR) cases for those receiving GR who reside in fire  
impacted areas to ensure they will continue to receive resources during  
this challenging time, and in alignment with State and Federal relief, the  
termination waiver will be in effect from January 31, 2025 through  
March 30, 2025; and work in collaboration with the Chief Executive  
Officer to identify the funding necessary to do so. (25-1079)
