Protecting Los Angeles County Residents for the 2026-27 El Niño
Storm Season

Recommendation as submitted by Supervisor Horvath: Suspend
Section 22.1 of the Rules of the Board for the limited purpose of
considering this motion. Instruct the Director of the Office of
Emergency Management, Chief Executive Office, in coordination with
the Director of Public Works, the Sheriff, the Fire Chief, Directors of
Homeless Services and Housing, Beaches and Harbors, Public Social
Services, and other relevant departments, make an oral presentation at
the September 1, 2026 Board of Supervisors meeting, with a summary
of potential impacts and planned strategies to mitigate El Niño during
the 2026-27 storm season. Instruct the Directors of Office of
Emergency Management, Public Works, Beaches and Harbors, the
Sheriff, the Fire Chief, Directors of Homeless Services and Housing,
Public Social Services, and other relevant departments:
Conduct a tabletop exercise, prior to the start of the 2026-27
storm season, with Board offices, impacted cities, and key local,
State, and Federal government partners, including entities that
operate reservoirs, basins, and related water-management
facilities affecting Los Angeles County communities in
high-priority areas, to practice emergency coordination and
response, and to develop El Niño storm preparedness strategies
and procedures, and report back to the Board before October
15, 2026 regarding outcomes and key takeaways from the
completed exercises.
Report back to the Board in writing every 30 days until the end
of the 2026-27 storm season regarding emergency preparations
and status of implementation of the various strategies identified
in the previous instruction.
Provide information and resources for cities and local
government partners on best strategies to prepare for this storm
season including, but not limited to, communications, home and
