contract between the Probation Department and Securus to provide

comprehensive electronic monitoring services for a five-year period,

commencing November 1, 2026 through October 31, 2031, for an

estimated amount of $35,000,000. Authorize the Chief Probation

Protecting Los Angeles County Residents for the 2026-27 El Niño

Storm Season

Recommendation as submitted by Supervisor Horvath: Suspend

Section 22.1 of the Rules of the Board for the limited purpose of

considering this motion. Instruct the Director of the Office of

Emergency Management, Chief Executive Office, in coordination with

the Director of Public Works, the Sheriff, the Fire Chief, Directors of

Homeless Services and Housing, Beaches and Harbors, Public Social

Services, and other relevant departments, make an oral presentation at

the September 1, 2026 Board of Supervisors meeting, with a summary

of potential impacts and planned strategies to mitigate El Niño during

the 2026-27 storm season. Instruct the Directors of Office of

Emergency Management, Public Works, Beaches and Harbors, the

Sheriff, the Fire Chief, Directors of Homeless Services and Housing,

Public Social Services, and other relevant departments:

Conduct a tabletop exercise, prior to the start of the 2026-27

storm season, with Board offices, impacted cities, and key local,

State, and Federal government partners, including entities that

operate reservoirs, basins, and related water-management

facilities affecting Los Angeles County communities in

high-priority areas, to practice emergency coordination and

response, and to develop El Niño storm preparedness strategies

and procedures, and report back to the Board before October

15, 2026 regarding outcomes and key takeaways from the

completed exercises.

Report back to the Board in writing every 30 days until the end

of the 2026-27 storm season regarding emergency preparations

and status of implementation of the various strategies identified

in the previous instruction.

Provide information and resources for cities and local

government partners on best strategies to prepare for this storm

season including, but not limited to, communications, home and

facility hardening, and how to request State and Federal disaster

assistance.

Instruct the Directors of Homeless Services and Housing and Public

and Social Services to report back to the Board in 30 days on

resources and plans to support residents displaced from El Niño

storms, including strategies for establishing temporary shelter and

availability of emergency hotel vouchers. (26-5101)

Recommendation as submitted by Supervisor Hahn: Suspend Section

22.1 of the Rules of the Board for the limited purpose of considering

this motion. Direct County Counsel to coordinate with the City of

Whittier Attorney's Office regarding any pending or contemplated legal

actions associated with the property and identify opportunities for the

County to support such efforts, including but not limited to the potential

filing of amicus briefs, joint enforcement actions, nuisance abatement

proceedings, or other legal remedies authorized by law. (26-5100)

IV. SPECIAL DISTRICT AGENDA

Supporting a Regional Continuum of Care

2-D.

Recommendation as submitted by Supervisors Horvath and Barger:

Instruct the Director of Homeless Services and Housing and the

Executive Director of the Los Angeles County Development Authority

(LACDA), in consultation with County Counsel, to:

Prepare to assume the roles designated by the Continuum of

Care (CoC), should the Los Angeles Continuum of Care (LA

CoC) and CoC Board designate the County or LACDA as lead

on any of the components and for the County's Director of

Homeless Services and Housing, or the Executive Director of the

Los Angeles County Development Authority to execute any

necessary documents needed to be designated as such;

Provide support to the LA CoC Board, as requested, as they

navigate this uncertain time and work to secure full Federal

funding for the Los Angeles region;

Coordinate with the City of Los Angeles and the Housing

Authority of the City of Los Angeles as significant and critical

grant recipients of LA CoC funding, demonstrating and

developing partnership on the LA CoC’s administration; and

Coordinate with all cities served by the LA CoC to ensure

appropriate access and distribution of LA CoC supports.
