Hearing on the Fiscal Year 2023-24 Hazardous Vegetation and Defensible  
Space Abatement Enforcement Charges

Hearing on the Fiscal Year 2023-24 Hazardous Vegetation and Defensible  
Space Abatement Enforcement Charges, acting as the Governing Body of the  
County and the Consolidated Fire Protection District of the County, to confirm  
the Agricultural Commissioner/Weights and Measures’ and the Consolidated  
Fire Protection District’s hazardous vegetation and defensible space abatement  
costs to be assessed to owners of designated parcels of land or improved  
parcels, in the total amount of $3,744,844.24 and $11,468,272, respectively;  
and instruct the Auditor-Controller to post the hazardous vegetation and  
defensible space abatement costs as direct assessments against the respective  
parcels of land as they appear on the current property tax assessment roll.

Hearing on the Annual Levying of Assessments for County Landscaping  
and Lighting Districts for Fiscal Year 2024-25

identified in the Fiscal Year (FY) 2024-25 Engineer's Report (1, 3 and 5) within  
County Landscaping and Lighting Act (CLLA) Districts 1, 2 and 4, including  
any changes in the improvements, the proposed diagrams or the proposed  
assessments as described in the Engineer’s Report; and consider all verbal  
statements and all written protests made or filed, and if there is no majority  
protest, adopt a resolution confirming the diagram and assessments in CLLA  
Districts 1, 2 and 4 and zones therein for FY 2024-25, either as originally  
proposed or as changed by the Board, order the maintenance and operation  
work to be done for each CLLA District and zones therein, and order the

Hearing on Ordinance Amending County Code, Title 12 - Environmental  
Protection Program Permit Fees

Hearing on ordinance for adoption amending County Code, Title 12 -  
Environmental Protection, to increase the annual fees for hazardous waste  
generators, hazardous materials, California Accidental Release Prevention  
Programs, and aboveground petroleum storage tank facilities; add an exemption  
to Section 12.64.040 in Chapter 12.64, for facilities that exclusively use carbon  
dioxide for beverage dispensing and do not have any other reportable  
hazardous materials onsite to be invoiced at the lowest rate; provide for cost  
recovery of hourly rates for emergency operations and site mitigation; and align  
the references for the Hazardous Materials Management Plan and Inventory  
Statement Program elements consistent with California Code of Regulations and  
other non-substantive changes; and find that the adjustment of the annual fees  
adopted for the purpose of meeting operational expenses and the levying of  
administrative penalties are exempt from the California Environmental Quality

adding Chapter 8.60 - Tenant Right to Counsel (RTC) ordinance, to codify legal  
representation to eligible tenants who have received an unlawful detainer in  
unincorporated Los Angeles County; and authorize the Director of Consumer  
and Business Affairs to execute contracts, and any necessary amendments, in  
accordance with County and Federal contracting rules and procedures, with  
legal service providers, nonprofit community organizations or associations,  
including any amendments to existing contracts, to implement and administer
