Recommendation: Approve an ordinance for introduction amending County  
Code, Title 8 - Consumer Protection, Business and Wage Regulations, by  
adding Chapter 8.60 - Tenant Right to Counsel (RTC) ordinance, to codify legal  
representation to eligible tenants who have received an unlawful detainer in  
unincorporated Los Angeles County; and authorize the Director of Consumer  
and Business Affairs to execute contracts, and any necessary amendments, in  
accordance with County and Federal contracting rules and procedures, with  
legal service providers, nonprofit community organizations or associations,  
including any amendments to existing contracts, to implement and administer
