Revised recommendation as submitted by Supervisors Hahn and  
Mitchell: Authorize the Director of Public Health to enter into a sole  
source agreement with Undue Medical Debt (formerly RIP Medical  
Debt), in the amount of $5,000,000, effective the date of execution  
through Dec 31, 2027, to execute a pilot medical debt program  
targeting the County’s lowest income residents; dDirect the Chief  
Executive Officer, as part of the Fiscal Year (FY) 2024-25  
Supplemental Budget phase, to identify and allocate $5,000,000 in  
one-time funding for the Department of Public Health to authorize the  
Director of Public Health to allocate carryover funding from Fiscal Year  
2023-24 for the costs of the proposed medical debt pilot program;

Use Tax Ordinance Initiative Petition  
Revised recommendation: Receive certification results of As certified  
by the Registrar-Recorder/County Clerk’s examination of signatures on  
June 18, 2024, consider options for the “Homelessness Services and  
Affordable Housing Transactions and Use Tax Ordinance” initiative  
petition, and consider actions on the initiative petition, to adopt the  
ordinance without alteration or either submit the ordinance without  
alteration to the voters at the next Statewide Election, to be held  
November 5, 2024, or order a report pursuant to Elections Code  
Section 9111 to be presented in 30 days, and order an election to  
submit the ordinance, without alteration, to the voters at the next  
Statewide Election on November 5, 2024, once the report is presented.

$20,000 reward offered in exchange for information leading to the  
apprehension and conviction of the person or persons responsible for  
the heinous murder of 28-year-old Robert Abdelkader III who was  
fatally shot while catering a pool party on the 800 block of East  
Greenleaf Boulevard in the City of Compton, on June 7, 2024, at

Jimmy Miller Memorial Foundation - South Bay Dozen Lifeguard  
Competition Fee Waiver

Recommendation as submitted by Supervisor Hahn: Waive the $250  
permit fee and the $1,350 gross receipts fees, excluding the cost of  
liability insurance, at Torrance Beach, for the 18th Annual South Bay  
Dozen Lifeguard Competition hosted by the Jimmy Miller Memorial

Support for H.R. 8575 (Goldman) - “Michelle Alyssa Go Act”

Recommendation as submitted by Supervisor Barger: Direct the Chief  
Executive Officer, through the Legislative Affairs and Intergovernmental  
Relations Branch, to support H.R. 8575 (Goldman), the “Michelle  
Alyssa Go Act,” legislation which would raise the limit for a facility to be  
eligible for Medicaid coverage, from 16 in-patient psychiatric beds to  
36, or similar measures. (24-2557)

University Affordable Housing  
Recommendation as submitted by Supervisor Mitchell: Instruct the  
Executive Director of the Los Angeles County Development Authority to  
set aside up to $10,000,000 in No Place Like Home Program funds for  
the potential Wellness Campus Affordable Housing, pending Century  
Affordable Housing Development, Inc.’s submittal of an application and  
review by the Los Angeles County Development Authority, to assess  
the feasibility and need for funding; and find that the approval of these  
actions are not subject to the California Environmental Quality Act.
