Hearing on Annexation and Levying of Sewer Service Charges to the

Consolidated Sewer Maintenance District within Unincorporated Areas of

Covina and Santa Monica Mountains and the Cities of Rosemead, San

Dimas, and Santa Clarita

Hearing on the annexation of Parcel Nos. 204-24, 2-25 to 6-25, and 201-25 to

202-25 within the unincorporated territories of Covina and Santa Monica

Mountains, and the Cities of Rosemead, San Dimas, and Santa Clarita into the

Consolidated Sewer Maintenance District and the levying of sewer service

charges within the annexed parcels. Determine whether a majority written

protest exists against the proposed imposition of sewer service charges on the

properties to be annexed. If there is no majority protest, adopt the Property Tax

Transfer Resolution approving and accepting negotiations that there will be no

exchange of property tax revenues from annexation of the eight parcels.

and Lighting Districts for Fiscal Year 2026-27

Hearing on the annual levying and collection of assessments for all zones

identified in the Fiscal Year (FY) 2026-27 Engineer's Report within County

Landscaping and Lighting Act (CLLA) Districts 1, 2 and 4. Consider all verbal

statements and all written comments made or filed, authorize revisions, if

needed, in the Engineer's Report, including changes to the proposed

improvements, diagrams, or assessment rates. Adopt a resolution confirming

the diagram and assessment in CLLA Districts 1, 2, and 4, and zones therein

for FY 2026-27 and approve the assessment rates, either as originally proposed

Hearing on the Fiscal Year 2025-26 Hazardous Vegetation and Defensible

Space Abatement Enforcement Charges, acting as the Governing Body of the

Consolidated Fire Protection District and as the Board, confirm the Agricultural

Commissioner/Weights and Measures' hazardous vegetation abatement costs,

in the total amount of $3,474,890.98, that are to be a assessed to owners of

defensible space abatement costs in the total amount of $19,608,284, that are

12.64.040, 12.64.045, 12.64.050, 12.64.060, and 12.70.050, and approved by

the Auditor-Controller; adjusts cost recovery hourly rates for Emergency

Operations and Site Mitigation costs for Fiscal Year 2026-27, developed in

accordance with the annual adjustment provisions of the County Code, as

delineated in Sections 12.56.070, 12.60.080, and approved by the

Auditor-Controller; and removes an exemption from the Hazardous Materials

Handler program for facilities regulated by the Department of Agricultural

Commissioner/Weights and Measures (ACWM), as the ACWM is no longer

implementing the Hazardous Materials Handler program within the County. Find

that the adjustment of the annual fees adopted for the purpose of meeting

operational expenses and the levying of administrative penalties are exempt

Hearing on Ordinance Granting a Petroleum Pipeline Franchise to

Crimson Resource Management Corporation

Hearing on ordinance for adoption granting a proprietary petroleum pipeline

franchise to Crimson Resource Management Corp., a Colorado corporation, to

operate and maintain its existing petroleum pipeline system for a period of five

years, beginning August 27, 2026, and expiring on August 26, 2031. The base

annual fee payable by the Franchisee to the County will be determined

according to a formula set forth in Section 2 of the ordinance. Franchisee will

Hearing on Ordinance Extending the Eaton Fire Disaster Interim

Ordinance No. 2025-0034U, Project No. PRJ2025-001033-(5), Advance

Planning Case No. RPPL2025003574-(5)

Hearing on Project No. 2025-001033-(5), Advance Planning Case No.

RPPL2025003574, Ordinance No. 2025-0034U to approve the Ordinance

Extending the Eaton Fire Disaster Interim Ordinance. On September 2, 2025,

the Board of Supervisors (Board) enacted Interim Ordinance No. 2025-0034U

to ease development restrictions and allow for disaster recovery in

unincorporated areas affected by the Eaton Fire, including reconstruction and

permitting for properties that suffered irreparable damage or destruction. The

ordinance amended Title 22 - Planning and Zoning of the Los Angeles County

Code to provide flexibility for disaster rebuild projects, allow temporary uses that

support disaster recovery, and establish a Disaster Recovery Permit for rebuild

projects that includes reduced fees and a streamlined procedure for modifying

development standards. On October 7, 2025, the Board extended the Interim

Ordinance to August 22, 2026. This ordinance extends Interim Ordinance No.

2025-0034U to August 22, 2027. The Project is exempt from the California

independence and structure for the County Ethics Commission, Office of Ethics

Compliance, and Ethics Compliance Officer, and to continue uninterrupted the

County's commitment to community investment and alternatives to incarceration.

Sale of Surplus Real Property in the City of La Habra Heights

Recommendation: Find that the fee interest in the County's surplus real property

identified as Assessor's Identification Nos. 8267-019-900, 8267-019-901,

8267-019-902, 8267-018-900, 8267-018-904, 8267-018-906, 8267-018-907,

8267-018-908, 8267-018-910, and 8267-017-907, located in the City of La

Habra Heights, is no longer required for the purposes of the County. Find that

Assessor's Identification Nos. 8267-019-900, 8267-019-901, 8267-019-902,

8267-018-900, 8267-018-904, 8267-018-906, 8267-018-907, 8267-018-908,

8267-018-910, and 8267-017-907, located in the City of La Habra Heights, are

exempt surplus land under the provisions of the Surplus Land Act pursuant to

California Government Code, Section 54221 (f)(1)(D), because the County is

transferring the property to another local agency for its use. Approve the

project, which is the sale of County surplus real property identified as
