Building on the Action Plan, identify priority projects for

collaboration between the Office of Food Systems (OFS) and all

County Departments, including the ones listed above. with As

part of this collaboration, each Department designating shall

designate a food systems liaison that is at a management level to

advance the agreed-upon priority in active collaboration with

OFS. During times of disasters or emergencies that impact food

access in the County, Departments and Offices should

participate in OFS’s convenings and telephone tree-like

communication structure. …

action taken by the Federal government, including all of its

branches and any Department, agency, or instrumentality under

their authority may bypass the policy cluster review process”;

and to continue the Cluster Motion Review pilot through the end

of the year.

Ordinance Amendment

Recommendation: Approve an ordinance for introduction amending

County Code, Title 2 - Administration by adding Chapter 2.120 creating

the Department of Homeless Services and Housing and providing that

when a Department Head position is vacant, the duties of such position

may be temporarily performed by the official next in authority to the

Department Head at the time the vacancy occurs, until the position is

filled in the manner provided by law. Approve an ordinance for

introduction amending Title 6 - Salaries by adding Chapter 6.128 to

allocate 642 positions to the Department of Homeless Services and

Support for Expanded Soil Testing for Lead Around the Burn

Areas and Soil Remediation of Residential Parcels with Highest

Levels of Lead to Assist Residents Impacted by the Eaton and

Palisades Fires

Recommendation as submitted by Supervisors Barger and Horvath:

Direct the Acting Chief Executive Officer to send a letter of support to

the California Community Foundation and the Community-Oriented

Network for Scientific Observation, Recovery, and Tracking of Impacts

of Urban Megafire for the creation of a pilot project, using $2,000,000

in funding appropriated by the State, to remediate residential properties

with the highest levels of lead soil in the Eaton fire burn area. Instruct

the Director of Public Health to extend the availability of its Eaton Fire

Soil Lead Testing Program to residents living within and downwind of

the Palisades burn area. Take the following actions:

Direct the Acting Chief Executive Officer, through the Legislative

Affairs and Intergovernmental Relations Branch, to send a

five-signature letter from the Board to the California Insurance

Commissioner urging him to investigate ways to facilitate a

cost-effective method for insurance companies to make

resources available for residential soil testing and soil

remediation of the contaminants found by such soil testing, such

as through the establishment of volume purchasing agreements

or low-cost financing options for residents of the impacted

communities.

Direct the Acting Chief Executive Officer to report back to the

Board in writing within 60 days identifying additional

recommended funding sources, including from the State and

other financing resources to expand residential soil-testing and

soil remediation pilot programs.

Instruct the Executive Director of the Center for Strategic

Partnerships and the Director of Public Health, in collaboration

with the Acting Chief Executive Officer, through the Legislative

Affairs and Intergovernmental Relations Branch, and community

stakeholders, to seek funding to support soil testing and soil

remediation for fire damaged and neighboring properties,

including expanding soil remediation to all fire impacted areas.

Philanthropic, private, local, State and Federal opportunities

should be explored, and report back to the Board in writing in 60

Los Angeles County Shelter Crisis Declaration

62-C.

Recommendation as submitted by Supervisor Solis: Find that pursuant

to Government Code Section 8698 et seq., a significant number of

persons within the County are without the ability to obtain shelter, which

has resulted in a threat to those persons' health and safety. In

accordance with Government Code Section 8698 et seq., adopt a

resolution declaring that the shelter crisis previously declared to exist

within the County remains in effect for an additional year, during the

period from November 2, 2025 through November 1, 2026. Find that as

a result of the Board's shelter crisis declaration, pursuant to

Government Code Section 8698.1, any State or local regulatory statute,

regulation, or ordinance prescribing standards of housing, health, or

safety are hereby suspended for qualifying County public facilities

serving as homeless shelters to the extent that strict compliance

therewith would prevent, hinder or delay the County's efforts to mitigate

the effects of the shelter crisis. The County has, in place of such

standards, enacted alternative minimal health and safety standards

pursuant to Government Code section 8698.1(b) for qualifying facilities

to be operative during the housing emergency. Find that, pursuant to

Government Code Section 8698.4, provisions of any housing, health,

habitability, planning and zoning, or safety standards, procedures, or

laws are hereby suspended for County homeless shelters insofar as

the County has adopted the emergency housing provisions in the Los

Angeles County Building Code (LACBC), consistent with ensuring

minimal public health and safety and the requirements of Government

Code Section 8698.4. Find that the proposed actions are either not a

project, or are exempt from the California Environmental Quality Act.

Take the following actions:

Authorize the Acting Chief Executive Officer to designate County

public facilities for use as homeless shelters during the period of

the declared shelter crisis.

Direct the Acting Chief Executive Officer to take all appropriate

steps to ensure compliance with the provisions of Government

Code Section 8698.4 including, but not limited to, ensuring

compliance with minimal public health and safety standards,

filing a copy of the County's emergency housing provisions of

the LACBC with the Department of Housing and Community

Development (HCD) upon adoption of an ordinance subject to

Government Code Section 8698.4, and filing an annual report by

January 1st of each year to the Senate Committee on Housing

and the Assembly Committee on HCD.

Authorize the Acting Chief Executive Officer to take any other

actions consistent with and/or necessary for the implementation

of the shelter crisis declaration and foregoing actions.
